DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Head, Data and Information Management (H/DIM) Division, the incumbent will perform the following duties:

(a) Contribute to the development, integration and change management of the Member Platform, including Community Platform, Observing Systems Capability Analysis and Review Tool (OSCAR) /Surface, OSCAR/Space, WMO Integrated Global Observing System (WIGOS) Data Quality Monitoring System (WDQMS), WMO Information System (WIS) monitoring system, WIS Centre Database;

(b) Support the Member Platform users with tools and training;

(c) Drafts inputs for technical documents and analytical studies on issues related to the Member platform;

(d) Formulates, identifies and analyses project proposals related to components of the Member Platform;

(e) Attends international, regional, and national meetings for consultations with stakeholders and experts dealing with the development and user requirements of the Member Platform;

(f) Prepares inputs for presentations by senior staff using data analytics and the Member Platform;

(g) Assists in the organization and servicing of expert group meetings, seminars, etc. on WIS and WIGOS tools;

(h) Participates in missions on WIS and WIGOS tools, usually as a member of a team;

(i) Performs other duties as required, including administrative tasks;

(j) Undertakes on-the-job and other training activities both internally and externally; and

(k) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in computer science or related field.

Experience
A minimum of five years of combined national and international progressively responsible experience in software development and maintenance in the context of complex WEB/GIS applications like those forming the Member platform.

Other requirements
Excellent analytical skills. Experience operating and building web portals. Fluency in python. Knowledge of databases and web storage (Mysql/postgres, S3 or similar). Experience with data-science libraries will be an advantage. Knowledge of web technology and cloud platforms (APIs, OAuth, AWS, MS Azure) and cloud stack (Docker, Kubernetes) will be an advantage. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 51169 (in addition to the net base salary)
