DUTIES AND RESPONSIBILITIES

Background of Organization
We are an International Organization of approximately 350 people. We are highly centralized with 95% of our staff in the headquarters office and the other 5% at approximately 5 other duty stations. As a UN organization, our administrative processes are generally consistent with the rest of the United Nations, including using IPSAS for financial reporting, modified cash basis for reporting to donors, consistent practices regarding benefits and entitlements, the application of ICSC guidance, using DSA and honorarium for travel (as opposed to the more traditional claiming of actual expenses), etc.

As with many other international organizations, voluntary extrabudgetary contributions are becoming an increasingly important part of the business; therefore, the related business processes and information needs (e.g. project management, complex revenue recognition, consolidated narrative/financial reporting, real-time budget/expense monitoring, results-based financial reporting, etc.) are becoming more and more important.

The Organization has been using a locally hosted (with UNICC) Oracle solution for over 15 years; however, WMO is committed to moving toward a cloud-based ERP solution in the very near term. We are specifically considering joining a project that will support multiple UN entities being developed on the Oracle Cloud platform ; however, there is an openness to identify other possible solutions that can meet the current and medium-term business needs in the most efficient and effective manner.

Deliverables and duration

The expected result of the consultancy is an ERP Business Case, with particular emphasis on identifying whether the proposed solution being developed by an UN entity is the correct solution for WMO (meets critical business needs, will bring administrative efficiencies, is able to be managed on an ongoing basis by a small organization such as WMO. There is also an expectation that other potential solutions that could be a potential better fit would be identified and analyzed if the proposed solution is determined not to be appropriate.

Finally, an overall business case and high-level plan should be developed to identify, at a minimum:

 The identification and/or validation of the critical business requirements to be used to evaluate the proposed solutions;
 The analysis of the critical business requirements against the proposed solution with a formal recommendation with respect to this solution;
 Identification of other solutions that would be preferable to the proposed solution, if identified
 Roadmap for implementation, including:
 Key steps / milestones
 Potential Timeline
 Estimated resource needs, both internal and external
 High-level change management considerations / plan

The duration for the project is up to 3 months from initiation to finalized, documented business case for the ERP.
QUALIFICATIONS

Education
 MBA or relevant professional business certification

Experience
 Experience implementing (as part of a functional or business team) Oracle based ERP systems;
 Experience implementing cloud-based ERP systems (as part of a functional or business teams) in Small and Medium sized organizations;
 Proven success as a senior business analyst related to ERP systems, including:
 Gathering detailed requirements from business users;
 Documenting and analyzing business requirements;
 Prioritizing and managing conflicting business requirements;
 Evaluating business needs and perform gap analysis to determine most appropriate solutions.
 Experience developing business cases for ERPs, including:
 Liaising with management teams to understand business goals (current and future) and underlying issues of current systems;
 Eliciting and documenting high-level business goals relating to ERP functionalities;
 Experience developing accurate cost/benefit analyses of various ERP implementation options;
 Summarizing the business case for review and to enable decision making by multiple layers of management.
 Extensive relevant experience (e.g. business process review and documentation, ERP functional implementation, etc.).

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
