DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Member Services Department (D/MS), and the direct supervision of the Chief, Regional Office for Europe (C/ROE), the incumbent will perform the following duties:

(a) Coordinate the WMO Programme and regional/subregional collaborations (Infrastructure, Services and Research) for South-East Europe, Eastern Europe and Middle East (SEE-EE-ME); Coordinate closely with the Representative Office for the Arab Region for strengthened collaborations;

(b) Support and improve the visibility and capacity of the National Meteorological Hydrological Services (NMHSs) in SEE-EE-ME Region at the national and regional levels by promoting the socioeconomic value of their services and infrastructure;

(c) Support the WMO Members in SEE-EE-ME in identifying gaps and requirements for the development and strengthening of the NMHSs and assist in the formulation of relevant proposals in support of the Services; Enhance meteorological collaborations of West and East Europe.

(d) Carry out systematic missions to countries, including meetings with appropriate government authorities as requested by the respective Permanent Representative; Represent WMO in national and regional meetings in SEE-EE-ME as required;

(e) Engage the expertise from the SEE-EE-ME to collaborate under the working structures of RA VI in fulfilling the workplan and objectives of the RA VI;

(f) Liaise and coordinate with relevant European and regional stakeholders such as ECMWF, EUMETSAT, EUMETNET, European Union programmes, Regional UN System, and regional programmes and projects on capacity development matters relevant to South-East Europe, East Europe and Middle East regions;

(g) Follow-up closely the national policy developments in the region relevant to the mandate of NMHSs and contribute to development of regional policies for strengthening the regional cooperation between the NMHSs and stakeholders;

(h) Support preparation of documents for Regional Association, WMO Executive Council and the World Meteorological Congress;

(i) Contribute to development of new initiatives in the region, including fundraising for new projects;

(j) Organize and coordinate regional events with international organizations, NMHSs, hydrological organizations, disaster management agencies, environment protection agencies, academia, and private sector;

(k) Provide basic information to the country profile database and update it on a regular basis;

(l) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree in meteorology, hydrology, environmental science, oceanography or a closely related field.

Experience
Minimum of eight years of combined national and international progressively responsible experience in capacity development projects in the South-East Europe, Eastern Europe and Middle East regions. Experience working with the public sector institutions in South-East Europe, Eastern Europe, and Middle East would be an advantage. Experience in managing international projects, and ability to oversee project implementation.

Other requirements
Good knowledge of the national circumstances in the South-East Europe, Eastern Europe and Middle East regions. Good knowledge of, and proven working experience with, the European Meteorological Infrastructure organizations, ECMWF, EUMETSAT, EUMETNET, and European Union Joint Research Center. Understanding of the United Nations, Regional UN system, WMO Programmes and activities, and international organization processes would be an advantage. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 61706 (in addition to the net base salary)
