DUTIES AND RESPONSIBILITIES

Under the supervision of the Head, Marine Services (MAR) Division, the incumbent will perform the following duties:

(a) Develops, implements and evaluates activities in support of marine services, monitors and analyses activity and project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with the members of the Standing Committee of Marine Meteorology and Oceanography within the Services Commission (SERCOM) and ensures follow-up actions;
(b) Implement and assist Members with regards to marine competencies and other training initiatives in all regions by working closely with Education and Training division;
(c) Through the WMO Regional Associations (RAs), provide relevant expert scientific and technical advice and guidance to WMO Members (in particular, their national meteorological and hydrological services or other marine meteorological service providers) in their efforts to implement high-quality, cost effective services for marine;
(d) Plan, facilitate, coordinate and consolidate evidence-based analysis regarding data, research/literature, trends, practices/models, experience, challenges and opportunities related to meteorological services for marine;
(e) Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies related to the marine;
(f) Generates survey initiatives; designs data collection tools; reviews, analyses and interprets responses, identify problems/issues and prepares conclusions;
(g) Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;
(h) Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
(i) Elicit, evaluate and consolidate technical collaboration and if relevant, policy options, proposed by partners (IMO, IHO, UNDRR, IOC-UNESCO etc), ensuring an integrated approach to WMO's advice and support to WMO Members (national counterparts in government) and external partners and represent WMO in relevant fora to help influence and advance policy on achieving the agreed goals and targets;
(j) Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
(k) Guide substantive support to relevant colleagues in WMO on services for marine, particularly on approaches to accelerate the achievement of agreed goals;
(l) Leads and/or participates in field missions, including provision of guidance to external consultants, UN Bodies, government officials and other parties and drafting mission summaries, etc.;
(m) Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports, while supporting the Division Head with budget management;
(n) Coordinate the preparation of scientific and technical WMO constituent body input documents and reports, including the analysis of data, and ensure the provision of evidence to build the case for policies and interventions on marine meteorology and climatology;
(o) Support the maintenance of WMO technical regulations and guidance in marine meteorology and climatology and assist or lead the development of new guides and other relevant publications, taking into account the needs of WMO Members as well as those of IHO, IMO and IOC UNESCO or other relevant international organizations with whom WMO has formal working arrangements or agreements;
(p) Contribute to/support the internal coordination of WMO Ocean activities, when requested;
(q) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Advanced university degree (Master's degree; PhD would be an advantage) in meteorology (especially marine), oceanography, earth, physical or natural sciences, or related field. Further qualifications in international relations would be an advantage.

Experience
A minimum of eight years of combined national and international progressively responsible experience in marine meteorology, oceanography and/or coastal issues and related activities such as disaster risk reduction and climate services. Experience and familiarity with the UN system in ocean matters will be highly regarded. Demonstrated experience in the management of projects and budgets, and in writing reports, documents and correspondence. Experience in the following areas will be advantageous: (i) Marine and coastal issues in Polar regions, Small Island Developing States (SIDS) and/or low-lying coastal countries; (ii) Coastal forecasting in support of multi hazard warning systems; (iii) Maritime safety and the International Convention for the Safety of Life at Sea (SOLAS); (iv) Taking an integrated earth systems approach in connecting science for services, particularly in the maritime environment; and (v) International activities such as: implementing the Sendai Framework, and contributions to the UN Climate Change Conference (COP) and the UN Decade of Ocean Science for Sustainable Development.

Other requirements
Maturity of judgement, initiative, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, while fostering diversity and team spirit. Excellent organizational, communication and interpersonal skills. Good working knowledge of Microsoft Office applications. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 58458 (in addition to the net base salary)
