DUTIES AND RESPONSIBILITIES

Under the supervision and guidance of the Head of the Hydrology and Water Resources Services Division, the incumbent will perform the following duties:

(a) Leads the efforts to promote activities in operational hydrology and to further close coopearation between Meteorological and Hydrological Services, including development, implementation, and evaluation of assigned programmes/projects on hydrology and water resources issues; leads the review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions;

(b) Collaborates with relevant partners inside and outside WMO and initiates, engages in and coordinates WMO teams as well as external partnerships in relation to capacity building in flood management, hydrological forecasting for early warning of extreme events, and integrated water resources management;

(c) Provides substantive advice and proposes policy options and recommendations on innovative approaches, recent research/trends and acceleration of progress towards the achievement of agreed goals and integration targets to WMO Secretariat colleagues, WMO management and relevant partners inside and outside of WMO related to hydrological forecasting and water resources management;

(d) Plans and manages knowledge generation, knowledge management, and capacity development activities in hydrological forecasting and water resources management; Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems and issues and proposes solutions;

(e) Coordinates the support for preparations of WMO constituent body sessions (Congress, Executive Council, Regional Associations and Technical Commissions) input documents and reports, including the analysis of data, and ensures the provision of evidence to build the case for policies and interventions on hydrological forecasting and water resources management;

(f) Support the SERCOM and its relevant Standing Committees (e.g. SC-HYD, SC-DRR), and support the Director of Water and Cryosphere in the preparation of the WMO Hydrological Assembly, the Hydrological Coordination Panel meetings and the Regional Hydrological Advisers Fora;

(g) Provides direct substantive support to consultative and intergovernmental meetings, including conferences, by offering strategic advice, giving technical guidance and assisting in developing a consensus, including proposing agenda topics, identifying participants, preparation of documents and presentations on hydrology and water resources issues;

(h) Prepares speeches and other substantive material for senior staff and makes presentations on hydrology and water resources issues at various forums of intergovernmental, governmental, inter-agency, expert or multi-stakeholder nature;

(i) Manages outreach activities as needed; designs and conducts training workshops, seminars, etc., gives lectures or presentations on assigned topics/activities on hydrology and water resources;

(j) Develops and maintains relations with senior officials of member governments and coordinates a response to request for advice and/or capacity development on hydrology and water resources issues and policies, including leading capacity development missions;

(k) Maintains working arrangements and other agreements with partner international organizations as they pertain to hydrology and water resources, including UN-Water, UNESCO-IHP, IAHS, IAHR;

(l) Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the Organization;

(m) Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff;

(n) Takes the lead in task forces, working groups, inter-agency groups, as needed on hydrology and water resources issues;

(o) Carries out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in operational hydrology, water resources management, civil engineering, or a closely related field. A specialization in flood risk management would be an advantage.

Experience
A minimum of seven years of progressively responsible experience in hydrology and water resources, in particular in activities related to operational hydrology and water resources management, with particular focus on capacity building.

Other requirements
Strong project management skills. Sense of responsibility, maturity of judgement, enthusiasm and ability to work independently and in a team. Ability to express ideas convincingly and concisely, both orally and in writing. Excellent knowledge of Microsoft Office applications. Proven ability to support in the development of projects and attract funds for their implementation. Ability to work in a multicultural environment and to foster diversity and team spirit. Perfect adherence to UN values and WMO Code of Ethics.


Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 75602

Annual post adjustment on initial salary is: US$ 61238 (in addition to the net base salary)
