DUTIES AND RESPONSIBILITIES
Under the supervision and guidance of the Head, Applied Climate Services (ACS) Division and overall direction of the Director, Climate Services (CS) Branch, the incumbent will perform the following duties related to weather, water and climate applications and services to the agricultural sector:
Plans, facilitates/coordinates, and consolidates evidence-based analysis regarding data, research/literature, trends, practices/models, experience, challenges, and opportunities related to agricultural meteorology:
(a) Collect, research, analyse, consolidate and present relevant data;
(b) Monitor recent scientific developments and national, regional and global trends, analyses their implications for agricultural meteorology and recommends additional issues for consideration;
(c) Research, analyse and present best practice, lessons learnt from past experience, and successful models implemented world-wide;
(d) Develop projects on agricultural meteorology and related topics in conjunction with the Head of the ACS Division; coordinate and present technical input on WMO activities in support of the implementation of projects and activities; identify gaps, priorities, problems, and propose corrective actions; engage with relevant parties such as the National Meteorological and Hydrological Services (NHMSs) and WMO centres to provide support services to beneficiary countries with project funding;
(e) Collect, analyse, and present data on WMO activities in support of the implementation of agreed goals relevant to agricultural meteorology and identify gaps;
(f) Identify, research, and present policy papers, guidance notes and other knowledge based-tools in agricultural meteorology.
Under appropriate guidance, collaborates with relevant partners inside and outside WMO and initiates, engages in and coordinates WMO teams and other groups/bodies as well as external partnerships in agricultural meteorology:
(g) Participate in and actively contribute to scientific conferences, symposia, and meetings related to agricultural meteorology;
(h) Coordinate the activities and processes of WMO Standing Committee on Services for Agriculture which is under the WMO Technical Commission on Services;
(i) Collaborate with relevant partners inside and outside WMO;
(j) Initiate and coordinate external partnerships and networks related to agricultural meteorology;
(k) Elicit, evaluate and consolidate policy options proposed by partners, ensuring an integrated approach to WMO's advice and support to WMO Members and external partners;
(l) Represent WMO in relevant fora to help influence and advance policy on achieving the agreed goals and targets.
Provides substantive advice and proposes policy options and interventions on innovative approaches and recent research related to agricultural meteorology:
(m) Propose policy options to relevant stakeholders inside and outside WMO and interventions that can help accelerate progress towards agreed goals and targets related to agricultural meteorology;
(n) Guide substantive support to relevant colleagues in WMO on agricultural meteorology, particularly on approaches to accelerate the achievement of agreed goals;
(o) Identify, evaluate and present issues and propose recommendations to WMO Management and external partners on how work can be optimized to adapt to emerging trends;
(p) Identify, assess and highlight trade-offs and risk factors, as well as early-warning indicators that may undermine the achievement of agreed goals and targets and suggests appropriate measures to address them;
(q) Provide advice on global/corporate guidelines, tools and other materials related to agricultural meteorology.
Plans and manages knowledge generation, knowledge management, and capacity development activities in agricultural meteorology:
(r) Contribute to local, national, regional and global communities of practice and knowledge networks and promotes collaboration, peer support, innovation, and good practices, lessons learned, needs, and opportunities in agricultural meteorology;
(s) Coordinate the preparation of scientific and WMO constituent body input documents and reports, including the analysis of data and ensures the provision of evidence to build the case for policies and interventions on agricultural meteorology;
(t) Develop and contribute to scientific articles, policy papers, global/corporate guidelines, and other knowledge-based tools and materials related to sustainable development policy;
(u) Develop proposals for capacity development projects and support resource mobilization, oversee project implementation and provide other cross-cutting project/programme management services and advice;
(v) Prepare training material and support training activities related to agricultural meteorology;
(w) Supervise/manage/guide/support staff, consultants and interns as necessary to achieve the above;
(x) Carry out other relevant duties as required.

QUALIFICATIONS
|
Education
Master's degree or equivalent in agricultural meteorology, meteorology, climatology, environmental science or related area.
|
Experience
A minimum of seven years of progressively responsible experience in agricultural meteorology or related area.
|
Other requirements
Good understanding of WMO programmes and activities, including those of international organizations partners with WMO. Experience with other United Nations organizations and International Finance Institutions. Excellent planning and managerial skills. Demonstrated team leadership, responsibility, maturity of judgement and own initiative. Excellent qualitative and quantitative skills in communication, analysis, synthesis and computing. Proven interpersonal and communication skills. Proven ability to draft and review documentation. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
|
| SALARY AND ALLOWANCES |
Annual net base salary on initial appointment is: US$ 77326 |
Annual post adjustment on initial salary is: US$ 57763 (in addition to the net base salary) |
