DUTIES AND RESPONSIBILITIES
Under the supervision of the Director, Infrastructure Department (D/I), the incumbent is accountable for the management of the WMO Integrated Global Observing System (WIGOS) Branch which supports the global coordination of Earth System Observations by WMO. The incumbent also ensures that the Branch carries out its work as an integral part of the Department and with smooth collaboration with other Secretariat entities, including the Regional Offices.
The incumbent will be responsible for: the formulation and management of the work programme of the Branch and support for relevant activities of the Infrastructure Commission of WMO, in particular, the Standing Committee on Measurements, Traceability and Instrumentation and the Standing Committee on Earth Observing Systems and Observing Networks. The incumbent will perform the following duties:
(a) Provide strategic and scientific leadership related to Earth system observations from in-situ and space-based platforms, the exchange of observational data, and the addressing of user requirements and capacity gaps;
(b) Lead, supervise and carry out the WMO Strategic and Operating Plans components related to Earth system observations and global data exchange, and co-ordinate the work carried out by the Branch and cross-departments, as appropriate, by other agencies and bodies of the United Nations System;
(c) Coordinate and oversee the preparation of reports to the WMO constituent bodies, including the World Meteorological Congress (Cg), the Executive Council (EC), Technical Commissions (TCs) and Regional Associations (RAs), and support their relevant Standing Committees, working groups and mechanisms, in particular, the Standing Committee on Measurements, Traceability and Instrumentation (SC-MINT) and the Standing Committee on Earth Observing Systems and Observing Networks (SC_ON), in developing normative and guidance material for Members as well as specific initiatives such as the Global Basic Observing Network (GBON);
(d) Manage collaboration and relationships with key stakeholders in the coordination of global observations including the Coordination Group on Meteorological Satellites (CGMS), the Committee on Earth Observations Satellites (CEOS), WMO Co-sponsored Observing Systems: the Global Ocean Observing System (GOOS) and the Global Climate Observing System (GCOS);
(e) Report to relevant bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in the biannual and/or annual reports;
(f) Provide guidance, advice and assistance to Members and their NMHSs on developing and/or strengthening their observational capacities, including through the design of and support to capacity development projects for Members and their NMHSs at Regional (through WMO Regional Associations) and national level, including support to the Systematic Observations Financing Facility (SOFF), in close collaboration with other Secretariat Departments/Units, as appropriate;
(g) Assist the Department Director in preparing the work programme of the Branch, determine priorities, and allocate resources for the completion of output and their timely delivery;
(h) Oversee the programmatic/administrative tasks necessary for the functioning of the Branch, including the preparation of budgets, reporting on budget/programme performance, staff management, recruitment, publications and preparation of inputs for results-based budgeting;
(i) Manage, guide, develop and train staff of the Branch and Regional Technical Coordinators on Infrastructure to ensure high performance of staff;
(j) Foster teamwork and communication among staff in the Branch and across organizational boundaries;
(k) Represent WMO at international, regional or national meetings on request;
(l) Carry out other relevant duties as required.

QUALIFICATIONS
|
Education
Master's degree or equivalent in meteorology or a related physical science discipline. A Ph.D. in a relevant field would be an advantage.
|
Experience
A minimum of fifteen years of combined national and international experience at progressively increasingly levels at responsibility in one or more of the areas constituting the WMO mandate, with a focus on scientific and technical aspects of Earth System (including weather, climate, water and environment) observations and the management of related fields and activities.

Other requirements
Excellent leadership, managerial and supervisory skills, including budget planning and control, change management. A well-developed capacity for planning, organizing and managing complex international programmes. Demonstrated aptitude for strategic thinking, maturity of judgment, initiative, creativity, excellent interpersonal and communication skills both orally and in writing. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
|
| SALARY AND ALLOWANCES |
Annual net base salary on initial appointment is: US$ 106023 |
Annual post adjustment on initial salary is: US$ 69445 (in addition to the net base salary) |
