DUTIES AND RESPONSIBILITIES

The WMO is looking for:

An experienced evaluator to evaluate the World Meteorological Organization's (WMO) approach to projects. WMO has a continuously growing project portfolio and the overall intent of the evaluation is to deliver recommendations that will guide the WMO Secretariat's future approach to projects. The evaluation will provide an opportunity to assess the relevance, coherence, effectiveness, efficiency, sustainability and fiduciary risks of the current approach, and the outcomes will inform the development of a strategy on the future scope and scale of WMO projects, if required.

Under the overall guidance and supervision of the Programme Officer, Regional Strategy Division, Regional Strategy Office, Member Services and Development Department, the incumbent will perform the following duties:

1. Prepares an inception report that includes a workplan outlining the approach to the evaluation;
2. Conceptualizes and develops an evaluation methodology in close consultation with WMO;
3. Conducts interviews and field visits at WMO HQ and in identified countries and regions (to be finalized with WMO on commencement of assignment);
4. Prepares draft evaluation report with summary recommendations
5. Participates in key meetings with key stakeholders including the Project Management Board.

QUALIFICATIONS

Education
At least a degree.

Experience
A minimum of 10 years' experience in design, management and evaluation of project development, designing evaluation tools, conducting desk reviews and evaluation missions, drafting of evaluation reports.

Other requirements
 Experience in evaluations of UN programmes and projects, the World Bank or any other international organization;
 Experience in one or more of the technical areas of weather, water, climate, Disaster Risk Reduction, strategic planning and development programming would be desirable;
 Experience and knowledge of Least Developed Countries and Small Island Developing States;
 Ability/experience to facilitate consultation workshops;
 Knowledge of gender and vulnerability issues is also preferable

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
This consultancy will be for six months. Remuneration will be based on experience.
