DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Infrastructure Department and the direct supervision of the Head, Observing Network and Measurement Division, the incumbent will perform the following duties:

(a) Coordinate scientific and technical aspects concerning the design, evolution and implementation of Earth Observing Systems aligned with the Vision for the WMO Integrated Global Observing System (WIGOS) in 2040 and the integration of Earth System Domains in WIGOS by supporting the Rolling Review of Requirements for observations process and the related development and update of regulatory and guidance material; and by supporting the implementation of Resolutions 1 and 2 (Cg-Ext(2021)) with regard to WIGOS core and recommended data; and the implementation and evolution of the Global and Regional Basic Observing Networks (GBON and RBON);

(b) Provide support to the secretariat Technical Regulations Coordination Group and its activities per the Terms of Reference of that group; provide assistance and guidance within the Infrastructure Department in relation to the update of technical regulations and guidance material for their quality, harmonization and consistency;

(c) Support activities of INFCOM and the work of the Standing Committee on Earth Observing Systems and Monitoring Networks (SC-ON) and its Joint Expert Team on Earth Observing System Design and Evolution (JET-EOSDE); liaise and coordinate with the relevant national focal points, Application Area points of contact and regional association Committees and Expert Teams/Task Teams as needed;

(d) Support and facilitate activities for the assessment of the impact of observations on WMO Application Areas, and provide support to the series of workshop on the impact of various observing systems on Numerical Weather Prediction (NWP);

(e) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, oceanography, hydrology, atmospheric sciences, physics, mathematics, geography, geophysics, or a closely related field. A PhD in one of the fields would be an advantage.

Experience
A minimum of seven year of combined national and international progressively responsible experience in the use of observations for WMO application areas, impact studies, or observing systems design, evolution or implementation in the field of meteorology, oceanography, hydrology or atmospheric sciences, of which three years in WIGOS related activities.

Other requirements
Knowledge of the activities of WMO or other United Nations agencies would be an advantage. Sense of integrity, responsibility, maturity of judgement, initiative and creativity. Excellent organizational, communication, presentation, interpersonal and analytical skills. Demonstrated ability to plan, organize and manage multiple workloads with minimum supervision. Ability to draft reports, correspondence and documents clearly and succinctly. Capacity to organize and conduct surveys and training. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 84672

Annual post adjustment on initial salary is: US$ 54867 (in addition to the net base salary)
