DUTIES AND RESPONSIBILITIES
Under the supervision of the Head of Satellite Systems and Utilization (SSU) Division, supporting the INFCOM Standing Committee on Earth Observing Systems and Monitoring Networks and under the overall guidance of the Director, Infrastructure Department, the incumbent will be responsible for leading the WMO space weather activities and and coordinating matters related to frequency management issues. The incumbent will perform the following main duties:
(a) Lead the WMO Space Weather activities;
(b) Support WMO Members and NMHSs on Space Weather and frequency protection matters;
(c) Serve as a primary focal point and provide coordination on matters related to space weather and frequency issues, across WMO technical departments and all WMO supported programmes;
(d) Guide the work of the WMO Expert Teams on Space Frequency Coordiniation and Space Weather and other WMO Expert Teams as required;
(e) Be the WMO focal point for coordination of space weather and radio frequency matters with external organizations and international initiatives (including CGMS, CEOS, GEO, UNCOPUOS, COSPAR, ISES, ICAO, ITU);
(f) Maintain and coordinate the user requirements for space weather data dissemination and exchange, including data formats, and support the associated dialogue between end-users and data providers;
(g) Advance international coordination of operational space weather monitoring and forecasting, and the establishment of operational space weather services, in particular in the context of ICAO;
(h) Lead the coordination of frequency management issues and impact assessment of frequency interference on the WMO ground- and space-based observing systems and fostering collaboration at international and national level;
(i) Coordinate the WMO interactions with ITU and its subsidiary bodies, promoting and supporting the preparation of the WMO position on frequency matters for ITU WRC and elaboration of ITU-R recommendations and reports;
(j) Keep abreast of international developments on data access and exchange, space weather and frequency issues;
(k) Lead the preparation of associated division and department plans, technical documentation and budgets relating to INFCOM and Secretariat activities and operations;
(l) Carry out other relevant duties as required.

QUALIFICATIONS
|
Education
Master's degree or equivalent in, atmospheric sciences, astronomy, physics, or geophysics, or a closely related field. A PhD in one or other of the above sciences would be an advantage.

Experience
A minimum of seven years of combined progressively responsible experience in operational activities or research in Earth System and/or Space Weather monitoring, with an emphasis on development of remote sensing techniques and applications using remote sensing observations, as well as monitoring and assessing the impact of radio-frequency interference on ground-based and space-based observations and associated communication technologies. Proven experience in international and scientific cooperation.

Other requirements
Demonstrated sense of responsibility, maturity of judgement, initiative, originality of ideas; Demonstrated experience for planning, organizing and managing work programmes. Experience in planning and organizing meetings and cooperation with national and international research partners. Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds and to foster team spirit. Excellent written and oral communication, interpersonal, analytical and managerial skills. Good working knowledge of Microsoft Office applications. Proven ability to draft reports, documents and correspondence. Familiarity with the Programmes and activities of WMO and the working practises of UN organizations. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
|
| SALARY AND ALLOWANCES |
Annual net base salary on initial appointment is: US$ 77326 |
Annual post adjustment on initial salary is: US$ 52659 (in addition to the net base salary) |
