DUTIES AND RESPONSIBILITIES

Under the general guidance of the Director, WMO Integrated Global Observing System (WIGOS) and the Chief, Observing Networks and Measurement (ONM) Division and the direct supervision of the Head, Measurement, Quality and Compliance (MQS) Unit, the incumbent will perform the following duties:

(a) Provide support to the INFCOM Standing Committee on Measurement, Instrumentation and Traceability (SC-MINT) by preparing documents for relevant WMO meetings as well as plan, monitor and evaluate the Standing Committee activities;

(b) Coordinate the planning and implementation activities required for updating of the WMO Guide to instruments and Methods of Observation (WMO-No. 8) in conjunction and consistent with other relevant WMO guidance and regulatory publications. In particular, provide support to the work of the SC-MINT Editorial Board and of relevant expert teams in developing updates to WMO-No. 8, and coordinate with other relevant WMO bodies and Programmes;

(c) Provide support to SC-MINT and its subordinate bodies, including organizing and supporting expert meetings, technical conferences, training workshops and coordination with other standing committees (in particular with the Standing Committee on Earth Observing Systems and Monitoring Networks), technical commissions, the Research Board and regional associations, contributing to WIGOS, contribute to WMO radiofrequency management activities;

(d) Support, promote and advocate for the implementation of WMO Integrated Global Observing System (WIGOS) and WMO's Earth System approach through the development of harmonized vocabulary, and practices related to measurement, instrumentation, uncertainty estimation and traceability, the development of effective standards, guidance and regulatory material, and through the development and implementation of needed compliance activities (such as the regular assessment of instrument and radiation centres), in collaboration with relevant communities. Support GBON implementation in areas relevant to compliance monitoring of observations and use of appropriate observing technologies;

(e) Coordinate and support the conduct of WMO instrument intercomparisons, and inter-laboratory intercomparisons;

(f) Assist in keeping the SC-MINT and the Instruments and Methods of Observation Programme (IMOP) website up-to-date; facilitate the exchange of information on instruments and methods of observation and best practices and the access to relevant training resources; Promote the visibility of SC-MINT activities through drafting contributions to WMO newsletters, brochures, and website;

(g) Provide technical advice on technical cooperation projects and inquiries related to instruments and methods of observation, including on new observing technologies, and in liaison with relevant international organizations such as the international Organization for Standardization, the Bureau International des Poids et Mesures, etc;

(h) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, physics or a closely related field. A Doctorate in one of those fields would be an advantage.

Experience
A minimum of seven years of national and international progressively responsible experience in meteorological observations and measurement technology and practices, calibration practices, data quality, data formats, and data/products utilization, of which three years contributing to WIGOS.

Other requirements
Excellent knowledge in the field of instrumentation, methods of measurements and establishment and management of observing stations for a variety of applications. Ability to resolve challenges related to observing/measurement technologies and their implementation. Demonstrated experience in drafting, reviewing and publishing technical/scientific reports and documents as well as in organizing international scientific/technical meetings and conferences. Experience with traceability of measurements and with a quality management system, in particular ISO 17025. Excellent knowledge of Microsoft Office applications. Maturity of judgment, good analytical skills and sense of responsibility. Ability to work in a multicultural environment and to foster diversity and team spirit.


Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 59773 (in addition to the net base salary)
