DUTIES AND RESPONSIBILITIES

Under the direct supervision of the WMO Representative for Eastern and Southern Africa, the incumbent will support the coordination and implementation of projects in the Eastern and Southern Africa region. More specifically, the incumbent will perform the following duties:

(a) Plan and manage projects on a day-to-day basis, to support implementation at the regional and national level, ensuring successful completion of the project in accordance with the stated outcomes and indicators in the Project Documents;

(b) Ensure timely and on budget delivery of planned project components, monitoring and reporting on the progress of implementation and liaising with (relevant persons) from the regional and/or national implementation teams;

(c) Liaise with relevant WMO Departments and Units to obtain relevant inputs during project design and implementation;

(d) Coordinate communication with all project partners, relevant stakeholders and project donors;

(e) Provide oversight, in consultation with relevant stakeholders, on the detailed Monitoring and Evaluation Framework developed jointly by project partners;

(f) Participate in joint monitoring missions at regional, national and sub-national levels;

(g) Prepare relevant documentation for the WMO Project Management Board;

(h) Conduct outreach activities, including presentations at seminars, workshops and conferences;

(i) Organize in-country missions and national and regional workshops, in accordance with work plans and project documents;

(j) Monitor project risks and update the project risk matrices as appropriate;

(k) Regularly communicate with senior WMO management about all project activities;

(l) Assure coordination with other WMO projects and broad strategic initiatives;

(m) Promote and facilitate stakeholder engagements;

(n) Liaise with regional, national, sub-national project partners to ensure effective implementation and coordination of project activities;

(o) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in international development, climatology meteorology, hydrology, agro-meteorology or a closely related field.

Experience
At least five years of national and international progressively responsible experience in project or programme management, development cooperation or related area, of which a minimum of three years in an international organization. Experience writing project proposals. Experience in Disaster Risk Reduction (DRR), climate services, agronomy, food security, natural resource aspects or climate information in decision-making. Good knowledge of the programmes and activities of WMO. Good understanding of the mechanisms of funding agencies (the United Nations (UN), the World Bank (WB), the European Union (EU), etc.).

Other requirements
Demonstrated experience in capacity building, project management, planning and coordinating. Strong sense of responsibility, maturity of judgement, and initiative. Experience in writing and revising technical documents and reports. Good analytical and communication skills. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 24943 (in addition to the net base salary)
