DUTIES AND RESPONSIBILITIES

Under the general guidance of the Director, WMO Integrated Global Observing System (WIGOS) and the Head, Observing Networks and Measurement (ONM) Division, and in consultion with the Head, Measurement, Quality and Compliance Unit (MQC) of ONM, the incumbent will act as Secretariat lead for the surface-based observing systems, with focus on those providing aeronautical and surface-based (in situ and remote sensing) observations. He/she will coordinate the planning and implementation of relevant activities within the WMO Integrated Global Observing System (WIGOS) on matters related to the standardization, implementation and operations of the above observations, and instrument and systems evaluations, and perform the following duties :

a) Provide support to the INFCOM Standing Committees on Earth Observing Systems and Monitoring Networks (SC-ON) and its expert teams as appropriate concerning relevant observing systems;
b) Provide support to the INFCOM Standing Committee on Measurement, Instrumentation and Traceability (SC-MINT) and its expert teams, especially related to the assessment of the capabilities of new/alternate observing technologies to meet the requirements of various application areas and their practical implementation in WIGOS; provide support to instrument intercomparisons and testing, and to the review of the outcomes of the Measurement Lead Centres dealing with upper-air observations as needed;
c) In particular plan, monitor and evaluate the relevant activities, organize and support relevant expert meetings, technical conferences and training workshops; assist and provide specialist support to the chairpersons of SC-ON and SC-MINT and of their subsidiary bodies in conducting their duties, such as in coordinating and monitoring programmatic and development activities, in preparing technical and scientific analysis, budget proposals and in monitoring expenditures;
d) Ensure liaison with other standing committees, relevant programmes, technical commissions, international organizations, and public and private partners, including collaboration with the industry as well as aviation communication providers;
e) Provide scientific/technical advice and support to the design, evolution and implementation, and technical cooperation projects of surface-based remote sensing and in situ upper-air observing systems, in particular, Aircraft-based Observing (ABO) systems including AMDAR programme and implementation of the WMO-IATA Collaboration on the AMDAR Programme (WICAP) in the regions; assist in the implementation mechanisms for monitoring the High-Level Guidance in response to WIGOS Vision 2040 actions and contribute to the regular evaluation of the progress;
f) Promote observational data and product utilization by coordinating and supporting the generation and sharing of the observational data products, especially from the remote sensing systems, as well as by supporting the training and education activities relevant to the relevant observing systems;
g) Contribute to the update of the existing or development of new relevant guidance material and common WMO-ISO standards, as appropriate, to support deployment and maintenance of the relevant observing systems;
h) Contribute to harmonization of terminology across WMO publications related in particular to measurement, observing practices, network and data exchange;
i) Inform regularly the Members and user community of conducted activities and plans. Maintain up to date the respective components of the WMO Website;
j) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, oceanography, hydrology, atmospheric sciences, physics, mathematics, geography, geophysics, or a closely related field.
A PhD in one of the fields would be an advantage.

Experience
A minimum of five years of progressively responsible experience in the implementation of Earth observing systems, in particular in the field of meteorology, with good understanding of the requirements for corresponding data. Programme/Project management, including budget and planning. Additional experience on the implementation of aircraft-based observations, other types of upper air observations, and surface-based remote sensing observations would be a plus.
A minimum of five years of combined national and international progressively responsible experience in WIGOS related activities.


Other requirements
Quality monitoring requirements of WIGOS observations; experience with WMO activities and processes, in particular WIGOS, ADMDAR, WICAP, and GBON requirements; experience with regard to the WMO regulatory framework and the writing of regulatory and guidance material.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 55593 (in addition to the net base salary)
