DUTIES AND RESPONSIBILITIES

Role:
GEO is seeking a Strategy Implementation Plan Lead who will be responsible for translating GEO's post-2025 strategy into an implementation plan and managing the development of the components of this implementation plan. Reporting directly to the Secretariat Director and working closely with GEO Secretariat staff, GEO governance bodies, and the GEO Community, the lead will:

 Act as a project manager for the development of the implementation plan, including creation of a plan of action with milestones;
 Implement and manage multiple parallel processes and ensure the timeliness and quality of deliverables;
 Produce analyses and develop recommendations, options, and/or products that will constitute pieces of the implementation plan, translating general ideas and concepts into concrete text and feasible, executable actions;
 Communicate effectively to stakeholders, including governing bodies, working groups, etc., about the process of and progress on coordination, consultation, and integration of the key pillars;
 Implement a methodological approach for building consensus within a diverse constituency and translating general ideas and concepts into concrete text and feasible, executable actions;
 Integrate products, including those from other lines of effort (e.g. programmatic activities) into an overall implementation plan for presentation to the GEO Plenary in April 2025.

Anticipated Deliverables:
 Initial analysis of the post-2025 strategy documents, Ministerial Declaration, and other GEO foundational documents to validate key components of an implementation plan. This analysis should identify elements that require substantive additional research, analysis, or community engagement to be successfully evolved in a final implementation plan (1 month);
 Proposed project milestones and schedule, including a detailed road map, key milestones and activities for each pillar and an approach/methodology for engaging the GEO Community, for presentation at the April 2024 Executive Committee meeting;
 An engagement plan and process, including the potential establishment of working groups or other co-design approach/process with the GEO Community, for the identified pillars. This should include a possible travel/meeting/workshop schedule for which a budget can be developed (within 4 months);
 Interim products for consultation with and feedback from the GEO Secretariat and GEO Community, as described in Deliverable #2: project milestones and activities (as agreed to in a project plan);
 White papers with results of analysis and recommendations, as appropriate, for presentation to GEO Governance bodies to consider possible options and alternative courses of action under the pillars of the implementation plan (as agreed to in a project plan);
 An integrated implementation plan comprising the key pillars, reflecting input from the GEO Community, for presentation to GEO governance bodies, including the GEO Plenary in April 2025.

Other Deliverables:
 Presentations, iterative, and supporting documents for GEO governance bodies and other GEO or third-party meetings;
 Agendas, background documents, meeting summaries, and other materials to support working group meetings, workshops, and other developmental activities;
 Routine updates to the Secretariat Director in an agreed upon format.

QUALIFICATIONS

Education
Advanced university degree in political science, social science, natural sciences or engineering, management, business, or a related discipline. A first-level university degree (Bachelor's or equivalent) in a relevant field, with an additional five years of relevant experience in addition to the experience stated above, will be accepted in lieu of an advanced university degree. Professional training/certification in project management highly desirable.

Experience
Significant senior-level experience successfully translating complex strategies into concrete and executable action plans in a scientific or technical environment, particularly in international organizations and/or domestic agencies/institutions. Demonstrated experience successfully applying project management principles to plan, adjust, and manage delivery of products. Experience leading teams, working groups, or workshops to develop and implement change highly desirable. Demonstrated experience aligning policy drivers with scientific and technical programmes is highly desirable.
At least 10 years leading efforts to aligning policy, strategy, and programmatic implementation desired. Experience applying change management methodologies or other approaches to manage significant change initiatives with multiple stakeholders with varying priorities. Extensive experience working for or with international organizations and/or in an international context with a diverse stakeholder base (governments, institutions, and private sector). Prior experience working with a Secretariat to successfully advance broader organizational change and/or experience relating to Earth observations or the Earth observation community would be a considerable advantage. Proven track record of analysing, synthesizing and presenting complex concepts simply and accessibly in writing or to an audience. Strong interpersonal skills - including, but not limited to - the ability to work under pressure within tight timelines and the ability to establish and maintain effective working relationships with people. Ability to take initiative, work both independently and collaboratively, and translate general direction into specific actions.
Knowledge and/or experience with GEO would be an added advantage.


Languages
Excellent English writing, editing, and speaking skills required. Knowledge of other working and/or official languages of the WMO would be an advantage.
