DUTIES AND RESPONSIBILITIES

Under the guidance of the WMO Integrated Global Observing System (WIGOS) branch director, supported by the WMO Information System (WIS) branch, and direct supervision of the WIGOS Scientific Officer, within the Measurement, Quality and Compliance (MQC) Unit of the Observing Networks and Measurement (ONM) Division, and in close collaboration with the Members Services and Services departments and other entities in the WMO Secretariat, such as the Regional Offices, the incumbent will perform the following duties:

(a) Support the implementation and operation of the WIGOS (and WIS), where directly relevant to WIGOS), especially in developing and least developed countries, including the small Islands developing states, towards enhancing national and regional climate services and early warning systems, particularly Support the implementation and operation of the WIGOS (and WIS), where directly relevant to WIGOS), especially in developing and least developed countries, including the small Islands developing states, towards enhancing national and regional climate services and early warning systems, particularly in relation to the projects contributing to finance the position;
(b) Assist with the review and follow up of WIGOS (and relevant WIS) plans and activities included in projects/initiatives, where WMO is involved, especially aiming at improving the availability and quality of data and metadata exchanged internationally;
(c) Participate in reviews and assessments of national observing and data exchange capabilities, in terms of compliance with WIGOS (and relevant WIS) technical regulations, including on requirements for the Global Basic Observing Network (GBON) and for the Regional Basic Observing Networks (RBON);
(d) Assist in the development and implementation of national observing strategies, as well as WIGOS (and WIS) implementation plans and related national projects, towards enhancing national and regional observing capabilities;
(e) Promote and support the further development of WIGOS (and relevant WIS) related training materials, e.g., through the WIGOS Learning Portal, and training events, such as workshops and webinars, especially on the Regional WIGOS Centres functions and WIGOS tools;
(f) Contribute to other WIGOS (and relevant WIS) related activities at national and regional level, such as those related to establishing and operating Regional WIGOS Centres;
(g) Support the further evolution of the WIGOS tools, and the integration of further observing networks of the Global Observing System (GOS) and other WIGOS observing components;
(h) Contribute to communication and outreach materials, such as the WIGOS newsletter;
(i) Prepare reports, presentations and other materials, in support of WIGOS (and relevant WIS) operations by Members, primarily those covered by the concerned international projects/initiatives in WMO;
(j) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in, meteorology, atmospheric sciences, physics, engineering, or a closely related field. A PhD in one of the fields would be an advantage.

Experience
A minimum of five years of combined national and international progressively responsible experience in WIGOS related activities, in a National Meteorological and Hydrological Service (NMHS) or similar, with the implementation of Earth observing systems, in particular in the field of meteorology, as well as in two or more of the following areas: data and metadata representation and exchange; management of observing stations and networks; statistics and gap analysis; instruments and methods of observation; development and delivering of learning activities.
Familiarity with the Programmes and activities of WMO, in particular, knowledge about the WIGOS and the WIS regulatory and guidance material, as well as about the WIGOS and WIS systems and tools. Experience in international cooperation related to observations and data exchange. Familiarity with CREWS and other similar initiatives would be an advantage.

Excellent analytical skills as follow:(i) sense of responsibility, maturity of judgement; (ii) initiative, originality of ideas; (iii) capacity for planning, organizing and managing work programmes; (iv) experience in planning and organizing meetings; (v) excellent written and oral communication, interpersonal and analytical skills; (vi) proven ability to draft technical reports and documentation; (vii) good working knowledge of Microsoft Office/365 applications; (viii) demonstrated ability to foster international cooperation; (ix) ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 54695 (in addition to the net base salary)
