DUTIES AND RESPONSIBILITIES

Under the supervision of the WMO Representative for North, Central, and West Africa and in coordination with the Director of National Meteorology of SODEXAM, the incumbent will perform the following duties:

1. Elaboration of Technical Reference Specifications
 Review and interpret WMO documents, ISO standards, and other pertinent materials to understand the required radar norms and specifications.
 Compile a set of essential technical reference specifications for a solid-state C-band weather radar, following international standards and best practices for operational weather radars.
 Develop radar technical specifications that meet SODEXAM's user requirements and expected use.

2. Analysis of Technical Offers
 Assess the vendor's training and support to ensure sufficient programs and services for staff to operate and maintain the radar system effectively.
 Evaluate the vendor's offer against established technical reference specifications, identifying compliance gaps and recommending necessary adjustments.

3. Additional Analytical Support
 Evaluate the vendor's reliability, solution robustness, and compatibility and interoperability with existing systems.
 Review data management policies, security measures, cost and profitability analysis, warranties, technical support, and maintenance offers.
 Provide technical support and analysis for any requests from the Permanent Representative regarding radar-related issues.
 Be available to travel if necessary to provide on-site support and consultation.

4. Training Coordination
 Ensure proper training is delivered to staff for effective operation and maintenance of the radar system.

5. Acceptance Testing Oversight
 Attend and oversee Factory Acceptance Tests (FAT) to ensure the radar system meets required specifications before delivery.
 Attend and oversee Site Acceptance Tests (SAT) to verify the installation and functionality of the radar system on-site.

6. Deliverables Validation
 Validate that all deliverables are provided as per the agreed contract terms.

7. Consultation and Support
 Provide ongoing support and consultation to the Permanent Representative during the radar delivery project.
 Assist the Permanent Representative in negotiations with the vendor to ensure compliance with all essential technical specifications and terms of the contract.

8. Documentation and Methodological Support
 Review the vendor's methodological documents, including technical solution attestations, software and hardware specifications, and installation schematic rationale.
 Assess training documentation, maintenance and warranty offers, and MTBF (Mean Time Between Failures) attestations.
QUALIFICATIONS

Education
Master's degree or higher in Meteorology, Atmospheric Sciences, Engineering, or a related field.

Experience
Minimum 10 years of experience in radar technology and meteorology.
Proven track record in the technical evaluations of radar systems and project management.


Languages
Excellent knowledge of English and French (both oral and written).
