DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Disaster Risk Reduction, MHEWS Office and Public Services Branch the consultant will work closely with representatives from MHEWS Office and Public Services Branch and relevant SERCOM subsidiary bodies, the incumbent will perform the following duties:

Task 1: Develop Draft 1 of the Amendment proposal to WMO Technical Regulations (WMO-No.49) for consultation with Members and stakeholders:

1. Coordinate with the WMO Secretariat (Services Department), WMO Services Commission’s Standing Committee on Disaster Risk Reduction’s (SC-DRR) Expert Team on multi-hazard early warning and service delivery technical guidance (ET-WSG) to revise the “Zero Draft” WMO Technical Regulations (SERCOM-3/INF. 4.1) into a Draft 1 for consultation, with Members, through Regional Associations and relevant stakeholders.

2. Support ET-WSG and secretariat in drafting an outline/matrix for the impact and risk assessment (IRA) for WMO Members in implementation of the proposed early warning services technical regulations.

3. Assist the WMO Secretariat to issue a State letter to Members and stakeholders for consultation of Draft 1 and invite comments.


Task 2: Assist in the processing of the results from the consultation process and incorporation of relevant inputs received into final Draft 2 for submission to SERCOM-Ext. in 2025.
In liaison with WMO Secretariat, relevant SERCOM subsidiary bodies (including ET-WSG), and the WMO Regional Associations:

1. Conduct the follow up on the consultation process on the Draft 1 EWS-TRs and IRA outline, compile all comments in a table and, as support to the ET-WSG, prepare respective response to the issuer of the comments with advice on agreement/disagreement.

2. Coordinate with ET-WSG to incorporate the comments received during the 2.1 consultation into a revised Draft 2 EWS-TR for formal review by SERCOM-Ext., recommendation to EC and Congress including a communique on the process and response to comments.

3. Facilitate the whole consultation process with awareness and communication actions, including participation in webinars, as necessary, and within the available time limits envisaged in this contract.

4. Develop a Draft IRA Annex/INF to support SERCOM-Ext. recommendation to EC and Congress on the EWS technical regulations.

5. Carry out other relevant duties as required.
QUALIFICATIONS

Education
- Degree in engineering, physical/ environmental science, meteorology or related discipline.

Experience
- At least 10 years demonstrated experience in the development, publication, compliance and review of international technical regulations and standards.

- Excellent communication and negotiation skills, critical thinking, results-oriented, attention to detail.

- Knowledge of WMO technical regulations, and familiarity with the WMO and working procedures of WMO Regional Associations would be an asset.

Other requirements
- Availability to participate in online and in person meetings and to perform the duties and responsibilities.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Additional Information:
TRAVEL
1st Meeting of ET-WSG drafting team – September 2024 – 1 week in Geneva (including 0.5 day preparation and 0.5 day planning of follow up actions).

2nd Meeting of ET-WSG drafting team – January 2025 – 1 week in Geneva, tbc.

Payband D : 390 - 750 USD per day depending upon experience, knowledge and skills.
