DUTIES AND RESPONSIBILITIES

Under the supervision of the Head of the Atmospheric Environment Research (AER) Division, the incumbent will perform the following duties:

(a) Prepare an outline/structure and a list of contents for a planned Good Practice Guidelines for urban scale greenhouse gas emission observations and monitoring and present outline to the integrated global greenhouse gas information system IG3IS steering committee;

(b) Develop a timeline for writing, review, and publication of the guidelines;

(c) Working with the expert community create a writing team and a list of contributors for drafting of the Good Practice Guidelines;

(d) Organise online and/or in person workshops to facilitate the drafting of the document;

(e) Communicate with the drafting team the intended purpose of the documents, delivery timeline and expected contributions from team members;

(f) Coordinate the writing team to ensure the drafting is completed in a timely manner, and at sufficient standard;

(g) Present initial draft to the IG3IS steering committee and incorporate feedback in the document;

(h) Organize broad community review of the document;

(i) Present the final draft to the IG3IS steering committee;

(j) Submit the document for publication to WMO Secretariat;

(k) Present the final document through open webinar(s) with the support of the writing team;

(l) Carry out other duties, as required.
QUALIFICATIONS

Education
Master’s degree or equivalent in one of the following disciplines: atmospheric sciences, environmental engineering, meteorology/climate, atmospheric chemistry or physics, agricultural meteorology, and related disciplines closely related field. PhD would be an advantage.

Experience
- At least five years of combined national and international progressively responsible experience in greenhouse gas research.

- Experience in atmospheric composition (greenhouse gases) observations and/or modelling and application at the urban scale, knowledge of urban greenhouse gas emission monitoring, reporting and evaluation systems and related stakeholder landscape.

- Experience in implementation of international projects or programs and in supporting outreach activities.



Other requirements
- Sense of responsibility, flexibility, maturity of judgement, initiative, originality of ideas and ability to work independently and in a team.

- Proven ability to write reports and documents.

- Excellent written and oral communication, interpersonal and analytical skills.

- Some knowledge of the activities of WMO or other United Nations agencies.

- Excellent knowledge of Microsoft Office applications.

- Ability to work in a multicultural environment and foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
