DUTIES AND RESPONSIBILITIES

Under the supervision of the Head of Regional Climate Prediction Services Division (RCP), Climate Services Branch, Services Department, the SSA subscriber (herein referred to as "consultant") will support the delivery by WMO of Output 2 under the Intra-ACP Programme: Provision of climate services at Regional and National level is effectively guaranteed and secured and Climate Service Information Systems (CSIS) are strengthened Activity 2.1 "Enhance RCC capacities to pro-duce, deliver and improve climate services, through Climate Service Information System (CSIS) at regional level" to A) Support establishment of South-West Indian Ocean RCC Network, and B) Evaluate operations of RCC Africa hosted by African Centre of Meteorological Applications for Development (ACMAD).

More specifically the contractor will carry out the following activities:

A) Support establishment of South-West Indian Ocean RCC Network:

1. Conduct in collaboration with the Indian Ocean Commission (IOC) bilateral discussion to clarify the role and responsibilities of the Member countries in the region that ex-pressed interest in contributing to the SWIO RCC Network; discuss and collect relevant technical details on the potential inputs to the Network.
2. Organize an Implementation Planning Meeting for the establishment of SWIO RCC Network in collaboration with the Indian Ocean Commission (IOC), the WMO Secretariat, the WMO Expert Team on Climate Services Information System and Climate Information for Decision Support (ET-CIDS) of the Services Commission.
3. Finalize the Implementation Plan (IP) for SWIORCC Network based on the input from the relevant countries and building on the findings of the Implementation planning meeting
4. Share the IP for review and finalize it based on the feedback received.

B) Evaluate operations of RCC Africa hosted by African Centre of Meteorological Applications for Development (ACMAD)

1. Conduct an evaluation, of operations of the RCC Africa hosted by the African Centre of Meteorological Application for Development (ACMAD) through a survey of the existing RCCs in RA I, and identify areas for improving the institutional, technical and infrastructure capacities of the RCC.
2. Prepare the Evaluation Reports that will include the overview of existing capacities, gaps & needs, as well as a recommended strategy and an action plan for strengthening the capacities of the RCC and enhancing its services and products.
3. Based on the recommendations and action plan, design, prepare jointly with consultants for other designated ACP RCCs (RCC IGAD and RCC Caribbean), and contribute to an inter-regional training workshop on state-of-the-art methodologies, for the designated RCCs in the ACP regions.

Maintain close communication with WMO Secretariat on regular and needed basis throughout the assignment to support monitoring of the progress.
QUALIFICATIONS

Education
Master's degree or equivalent in meteor-ology, climatology, geography, physics, or other relevant disciplines

Experience
At least 8 years of operational experience and/or knowledge of operations of WMO Regional Climate Centres as defined in the WMO Integrated Processing and Predic-tion System (WIPPS) Manual, WMO No-485).

Experience in working with developing countries in climate and/or environmental multilateral programming, climate science and climate financing.

Working experience with WMO or other related UN agencies is a strong asset.


Other requirements
This role requires experience in drafting technical documents, reports, as well as good communication skills, the ability to multitask and to work under time pres-sure. Strong organizational skills, strate-gic thinking, and a proven ability to deliv-er tangible results.

Languages
Fluency in English and French, written and spoken. Knowledge of other official languages of WMO would be an ad-vantage.

Contract may include provision for travel and/or payment of daily subsistence allowance. Travel security clearance is mandatory for consultants travelling on behalf of WMO.
