DUTIES AND RESPONSIBILITIES

1. Background and Purpose

The objective of the consultancy is to facilitate the development the national roadmap for the EW4All initiative in Uganda and South Sudan, providing technical advisory, policy support, capacity building, and stakeholder engagement in the fields of hydrology and meteorology.
The consultant will perform the following tasks in 80 working days over the period of 6 months:

• Coordinating National Pillar Leads: Ensuring seamless collaboration among sector leaders to align their contributions with the overall roadmap objectives.
• Consolidating Feedback: Gathering and integrating input from diverse stakeholders to refine the roadmap.

• Technical Review: Conduct a thorough technical evaluation to ensure accuracy, feasibility, and adherence to best practices.

• Supporting National Consultation: Facilitating discussions and workshops to engage stakeholders and secure consensus on the roadmap.

• Drafting the Roadmap: Developing a detailed, actionable plan that outlines the steps for implementing the national early warning system.

• Validation and Launch: Assisting in obtaining government approval and orchestrating the official launch of the roadmap.

• Promoting Implementation in Fragile Contexts: Assist with the implementation of the Handbook on Early Warning Systems (EWS) in Fragile and Conflict-Affected Situations (FCV) to enhance the effectiveness of early warning efforts in challenging environments.

2. Duties and responsabilities
Early Warning Systems (EWS) have proven to be effective in mitigating disaster impacts, yet half of the world is still not covered by EWSs. Given this, the United Nations (UN) Secretary General announced the Early Warnings for All (EW4All) initiative in 2022 and called for a global effort to ensure that EWSs protect everyone on earth by 2027. Thirty countries, including the Solomon Islands, have been identified as the initial roll-out countries for EW4All. The Executive Action Plan for the Initiative outlines the initial actions required to achieve universal coverage by EWS within five years and sets out the pathway to implementation.

Strengthening national and local EWSs have been identified as a priority for South Sudan and Uganda. This involves actions across the four pillars of the EWS value chain, as well as ensuring that Anticipatory Actions based on triggers can also be accommodated ahead of a forecasted hazard event.

Over the course of 2024 and early 2025, several activities are planned to continue the EW4All initiative in South Sudan and Uganda including the development and finalization of the national EW4All roadmaps which includes consultation and technical input of key Ministries involved in Early Warning at the national level.

The Government of South Sudan and Uganda, in collaboration and with the support of WMO and the other EW4All Pillar Leads (UN Office for Disaster Risk Reduction (UNDRR) for Pillar 1, the International Telecommunication Union (ITU) for Pillar 2, and the International Federation of Red Cross and Red Crescent Societies (IFRC) for Pillar 4), development partners, and regional organizations.

WMO is seeking to use national consultancy services to assist the Governments of South Sudan and Uganda and EW4All Pillar Leads to carry out activities in support of EW4All in both countries.

3. Deliverables at the end of the contract
The consultant will provide the following deliverables to WMO:
• End November 2024: Inception report finalized
• End January 2025: EW4All roadmap developed (ready for endorsement )
• End February 2025: Finalized and endorsed plan for technical support from WMO to South Sudan and Uganda, specifically addressing hydrology and meteorology under pillar 2, including terms of reference for activities to be undertaken under WMO projects
• End April 2025: Final report with details of timely and effective delivery of technical support in accordance with the agreed-upon plan
4. Reporting and coordination
Under the supervision of Jason Watkins (JWatkins@wmo.int), the project manager, and Daniela Cuellar Vargas (dcuellarvargas@wmo.int), the technical coordinator for the project, the consultant will work closely with representatives from in Uganda and South Sudan; and with others, as needed.
QUALIFICATIONS

Education
Advanced degree in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.

Experience
Minimum 10 years of experience in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction. Experience working in Uganda and South Sudan is preferred.

Availability during the proposed period
The consultant will provide a blend of in-country and remote technical support, including three one-week missions for on-site assistance and facilitation of workshops or training sessions.


Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Additional Information:
Proposed fee: Payband C – apprx. 500 USD per day depending upon experience, knowledge and skills.
