DUTIES AND RESPONSIBILITIES

The purpose of the consultancy is to provide training to NMHSs' staff, guidance and advice for the development of gap analysis and assessment procedures,and supporting the quality management reviews.

The consultant will perform the following tasks:

- Introduce QMS principles at SWIO NMHSs;

- Support national partners to support the development of gap analysis and procedures;

- Conduct Quality Management Reviews;

- Support the application of QMS in SWIO NMHSs towards compliance to ISO 9001:2015 standard.

Madagascar, Mauritius and Seychelles NMHSs will provide staff support to the process.

DELIVERABLES AT THE END OF THE CONTRACT

- October 2024: Inception report, with detailed methodology and plan;

- December 2024: Training materials;

- February 2025: Report with the description of the guidance and support provided for the gap analysis and assessment procedures against clauses of ISO 9001: 2015;

- May 2025: Final Report for future work, links to all deliverables and detailed recommendations for follow-up.
QUALIFICATIONS

Education
Diploma appropriate to the development of quality management systems.

Experience
Minimum 10 years’ experience and sound knowledge of ISO 9001:2015, Quality Management Systems – Requirements, and competence/experience as internal or external auditor of management systems in accordance with ISO 19011:2011, Guidelines for Auditing Management Systems.

- The consultant will provide a blend of in-country and remote technical support, including a minimum of three one-week missions for on-site assistance and facilitation of workshops or training sessions.


Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Additional Information:
Proposed Fee: Band C/D : 390-750 USD per day depending upon experience, knowledge and skills.
