DUTIES AND RESPONSIBILITIES

Duties and responsibilities

Under the supervision of the Chief, Measurement, Instrumentation and Traceability Division, working with and supporting the INFCOM Standing Committees on Measurements, Instrumentation and Traceability (SC-MINT), Earth Observing Systems and Monitoring Networks (SC-ON), and on Information Management and Technology (SC-IMT), and their subordinate bodies, and in close consultation with the Regional Associations, WMO Members and operational data users, the incumbent will assume responsibility for and coordination of WMO activities relating to surface-based upper-air measurement systems with a particular focus on operational weather radar and remote-sensing systems, and perform the following duties:

(a) Support and coordinate development, design and implementation of international and regional operational weather radar networks, including development of best practices;

(b) Contribute to and coordinate the development, implementation and documentation of operational weather radar and other remote-sensing systems international data representation standards and exchange practices, as well as relevant metadata repositores;

(c) Promote global, regional and sub-regional data exchange of weather radar data and archiving for operational and climate applications, and liaise with relevant parties (e.g. regional associations, EUMETNET OPERA), including data users;

(d) Coordinate the development, publication and maintenance of best practices, standards, regulations and guidance for operation of surface-based upper-air measurement systems (remote-sensing and in-situ systems), and non-traditional data sources;

(e) In the context of the WIGOS framework, support and coordinate WMO initiatives, projects and training programmes related to capacity development relevant to surface-based upper-air measurement systems and networks and their compliance to WIGOS standards;

(f) Contribute to the WMO radio frequency management activities (including interference) related to frequency bands allocated by ITU;

(g) Prepare, review and edit reports prepared by experts related to the activities of the INFCOM and its subordinate bodies;

(h) Support other relevant WMO bodies and projects as appropriate (e.g. contribution to the development of the Regional Basic Observing Networks (RBON) and Early Warning for All activities);

(i) Contribute to the preparation of division and department plans and budgets relating to INFCOM and Secretariat activities and operations;

(j) Collaborate with other international organizations (such as the International Organization for Standardization (ISO) and HMEI) on matters of common interest;

(k) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or equivalent in, meteorology, physics, or a closely related field. A PhD in one of the above sciences would be an advantage.

Experience
At least five (5) years of combined national and international progressively responsible experience in a National Meteorological or Hydrological Service (NMHS) or similar institute in activities related to operational surface-based remote sensing.

Proven experience in the design, implementation and operation of radar and/or other remote-sensing measurement systems/networks. Extensive practical experience and knowledge of surface-based remote-sensing systems, signal and data processing, derivation and utilization of radar data products, quality management, metadata, data formats and exchange practices and methodologies. Experience in developing and using remote-sensing satellite products for validation for ground-based radar data and products is an advantage.

Experience in cooperation of international weather radar activities and/or data exchange would be essential. Familiarity with the Programmes and activities of WMO.


Other requirements
Familiarity with the Programmes and activities of WMO. Sense of responsibility, maturity of judgement, initiative, originality of ideas; capacity for planning, organizing and managing work programmes. Experience in planning and organizing large meetings and international projects in cooperation with national and international research programmes and partners. Excellent written and oral communication, interpersonal, analytical and managerial skills. Good working knowledge of Microsoft Office applications. Proven ability to draft reports, documents and correspondence. Ability to work in a multicultural environment and to foster diversity and team spirit. Knowledge of the activities of WMO or other United Nations agencies would be an advantage.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 64121

Annual post adjustment on initial salary is: US$ 56683 (in addition to the net base salary)
