DUTIES AND RESPONSIBILITIES

Prepare recommendations on requirements for the observation and monitoring of the cryosphere (in-situ and remote sensing), on existing capabilities and gaps, in support of application areas identified in the WMO Rolling Review of Requirements (RRR) framework. These will be contributions to updating the WMO Integrated Global Observing System (WIGOS) Vision 2040, and reflect linkages with research, long-term monitoring and operational programmes.

The reports will constitute the basis for the implementation plan of the Global Cryosphere Watch component of the Expanded World Weather Watch programme of WMO.

The consultant will be expected to:

- Compile and document requirements for observing the cryosphere at the surface and from space;

- Conduct consultations with experts to ensure a broad representation of applications and of communities of practice;

- Conduct an evaluation of observing capabilities and report on findings, including on shortcomings, gaps, on emerging technologies, and recommendations for filling gaps;

- Support the preparation of Statements of Guidance for cryosphere monitoring and forecasting application areas;

- Evaluate and prepare recommendations on aspects related to cryosphere operationalization of current research observing technologies, data management, data assimilation, and reanalysis across different scientific and operational communities;

- Draft an implementation plan for the Global Cryosphere Watch component of the Expanded World Weather Watch programme of WMO;

- Review, assess and support the development of a long-term solution for the Global Cryosphere Watch website;

- Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree in physical sciences or engineering. A doctorate in a domain relevant to the duties, is an important asset.

Experience
At least 15 years of scientific and/or operational experience related to observations and monitoring of the cryosphere, with significant engagements across different domains of the cryosphere.

At least 10 years of practical experience with observing systems, both in-situ and satelite based, in monitoring of more than one of the domains of the Earth system.

Experience working with diverse communities and teams, internationally.

Working experience with WMO or other related UN agencies is a strong asset.

Other requirements
This role requires experience in drafting technical documents and reports, good communication skills, and the ability to multitask and to work under time pressure.
Strong organizational skills, strategic thinking, and a proven ability to deliver tangible results are also required.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
