DUTIES AND RESPONSIBILITIES

The objective of the study is to perform a cost-benefit analysis of the socioeconomic benefits from an adequate national hydrological monitoring system and weather forecasts and early warning information in South Sudan.

The consultant will be expected to:

- Inception Report, including methodology;

- Mission report including online repository of data, literature, and information collected;

- South Sudan Case Study: Socioeconomic Cost Benefit Analysis Report;

- PowerPoint Presentation with Results;

- Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master's degree or Equivalent (PHD would be an advantage) in Economics, Environmental Economics.

Experience
- 10 years progressively relevant experience in socioeconomic analysis (e.g. cost benefit analysis) and/or hydrometeorology.

- Working experience in Africa is a plus, especially South Sudan.

Other requirements
- Knowledge of water resources management, climate change issues, and hydrometeorology/climate information services.

- Familiarity with key frameworks and global commitments a plus, such as disaster risk reduction and the Hyogo Framework for Action.

- Proven experience in the desired fields of the study and demonstrated experience of having undertaken similar studies in the past, preferably in the region.

Languages
Excellent knowledge of English (both oral and written).
Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
