DUTIES AND RESPONSIBILITIES

Niger is benefiting from the Danish contribution to EW4All, is about to launch its second CREWS project, and to organize its Early Warning for All (EW4All) initial workshop.

The objective of the consultancy is to facilitate the development the national roadmap for the EW4All initiative in Niger, and to recommend priority activities to be supported by WMO in the fields of hydrology and meteorology.

The consultant will perform the following tasks:

- Facilitate the development of the EW4All roadmap, ensuring alignment with government priorities and resource mobilization opportunities;

- Develop terms of refence and technical specifications for specific activities to be implemented by WMO (under CREWS) or the Government (under the WB-funded Integrated Urban Development and Multi-sectoral Resilience Project);

- Contribute to the technical training sessions and workshops to enhance the capacity of government staff and stakeholders in hydrological and meteorological forecasting and warning;

- Carry out other relevant duties as required.

DELIVERABLES

- End Oct 2024: Inception report and draft EW4All roadmap;

- End Nov 2024: EW4All workshop report, proposed plan for WMO interventions (terms of reference and draff agreements);

- End March 2024: Final report with details of timely and effective delivery of technical support in accordance with the agreed-upon plan.
QUALIFICATIONS

Education
Advanced degree (master or above) in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.

Experience
- Minimum 15 years of experience in supporting national capacities of meteorological, hydrological or warning services.

- Experience working in Niger is preferred.

Other requirements
The consultant will provide a blend of in-country and remote technical support, including a minimum of three one-week missions for on-site assistance and facilitation of workshops or training sessions.

Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Proposed fee: 390-750 USD per day depending upon experience, knowledge and skills.
