DUTIES AND RESPONSIBILITIES

The purpose of the consultancy is to provide guidance and support to Congo Meteorological Department (DM) for the finalization, implementation, and monitoring of the Congo National Framework for Climate Services (NFCS).

BACKGROUND
To assist its Members, the WMO has prepared a Step-by-step Guidelines for Establishing a National Framework for Climate Services (NFCS, WMO-1206) which provides guidance on setting-up, implementing and monitoring the NFCS, a key coordination mechanism to bring together the local, national, regional and global stakeholders needed for successful generation and delivery of co-designed and co-produced climate services.

Congo Meteorological Department (DM) has requested support in relation with finalizing its NFCS action plan, to close a process initiated in August 2017.
QUALIFICATIONS

Education
Bachelor degree in atmospheric sciences, meteorology, hydrology, environmental engineering, or related field appropriate to the development of a national framework for climate services.

Experience
Minimum 10 years’ experience, sound knowledge of Central Africa and experience in the development and monitoring of NFCS.

Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of WMO are Arabic, Chinese, English, French, Russian and Spanish.)

Additional Information:
Proposed fee: Band C/D : 390-750 USD per day depending upon experience, knowledge and skills.
