DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director, Infrastructure department (D/I) and the direct supervision of the Chief, Earth System Prediction section (C/ESP), the incumbent will perform the following duties:



(a) WIPPS dashboard 2.0 Development;

Conduct an initial assessment of available existing WIPPS products and WMO requirements.

Define technical specifications for ArcGIS dashboard aligned with WMO guidelines.

Work closely with Earth System Prediction (ESP) section and WIPPS Designated Centres to gather relevant inputs.

Design and implement a well-structured and scalable database that supports the WIPPS dashboard and KPI Tracking dashboard, ensuring that it is easily maintainable by the WMO Secretariat.

Ensure approval and validation of solution design milestone by WMO technical team (Web, IT and Members Platform

Unit) prior to implementation.

Develop UX according to the WMO Strategic Communication Office guidelines including functions described below using ArcGIS.

Integrate a map interface allowing users to click on geographical locations to view available WIPPS products.

Develop a feature that allows users to view the spatial domain or coverage of each WIPPS product on the map.

Implement a search tool that allows users to search WIPPS products by parameters or other identifiers.

Enable users to browse and access graphical representations of WIPPS products with filtering and sorting options.

Devise and implement the WIPPS products search feature to connect with WIS 2.0.

Link with the user requirements for the WIPPS products.

Conduct comprehensive testing of the dashboard, including functionality, performance, accessibility, and user experience.

Ensure compatibility across various browsers and devices.

Launch the WIPPS dashboard(s) on ArcGIS aligned with WMO IT regulation and SCO web guidelines.

(b) KPI Tracking dashboard Development;

Define technical specifications for KPI tracking dashboard aligned with WMO guidelines

Adopt KPI criteria based on standards and procedures for WIPPS products.

Develop a KPI Tracking dashboard design accessible only to WMO Secretariat using ArcGIS.

Launch the KPI Tracking dashboard on WMO server aligned with WMO IT regulation.

(c) Documentation and Training;

Develop a training material for online training sessions for WIPPS dashboard 2.0 users.

Conduct online training sessions for WIPPS dashboard 2.0 users to ensure they can effectively utilise the features of the WIPPS Web Portal 2.0 (minimum 2 sessions)

Provide follow-up support to address any questions or challenges that arise during or after the training sessions.

Provide complete documentation for both the WIPPS dashboard 2.0 and KPI tracking dashboard, including technical manuals and user guides for maintenance.

Conduct training sessions for WMO staff to ensure efficient use and maintenance of the WIPPS dashboard 2.0 and KPI tracking dashboard.

(d) Reporting and post-implementation support;

Conduct regular progress updates and reviews throughout the consultancy to WMO staff in the ESP section and if necessary, in the SCO section.

Provide hypercare for one month post implementation.

If required, provide maintenance and support over the next 6 months for a maximum of 40hours to cover issues and change requests.

(e) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Bachelor's degree in one or more of the following fields: Geographic Information Systems (GIS); Computer Science; Software Engineering; Data Science or Data Engineering; Information Technology or closely related field.

Experience
- Proven experience in developing web applications with GIS and data visualisation functionalities.

- Proficiency in web development frameworks (e.g., HTML5, JavaScript, Python, Django, etc.).

- Experience in compliance and quality assurance systems development.

Other requirements
Knowledge of meteorological data and Earth system models is highly advantageous; Strong communication skills for documentation and training.

Languages
Excellent knowledge of English (both oral and written).
Knowledge of other official languages of WMO would be an
advantage.

Additional Information:
Band C : USD 7,328 - 10,572 per month, depending on experience, knowledge and skills
