DUTIES AND RESPONSIBILITIES

1. Background and Purpose
The objective of this consultancy is to support the South Sudan Meteorological Services (SSMS) by developing a comprehensive legislative framework to formalize and strengthen the provision of meteorological and climatological services in South Sudan. The consultant will focus on policy formulation, stakeholder engagement, and institutional development, ultimately creating a sustainable foundation for these critical services. In parallel, another consultant will concentrate on updating the National Strategic Plan for the meteorological services in the country.

The consultancy will be conducted over 80 working days within an eight-month period and will include the following tasks:

- Contribute to the constitution of a National Working Group: Form a national working group tasked with leading the policy and legislative formulation process which will working closely and provide inputs to the consultant.

- High-Level Launch, Inception Report and Meeting:
- Support, in collaboration with the PR and the other consultant, the organization of a high-level project launch. The launch will also be used to mobilize political support and further be used to constitute the national working group and further be used to introduce the consultant.

- Desk-top Review: Undertake a desktop review of existing laws, legislations and policies in South Sudan and the region to inform the development of the policy and legislation.

- Development of Zero Draft: Develop and submit the Zero drafts of the policy and legislative bill. Before submission, the documents must be reviewed by WMO, the twinned country and the PR office.

- Stakeholder Consultations on Zero Draft: Conduct consultations with stakeholders to review and refine the zero drafts of the policy and legislation, integrating feedback to ensure alignment with local needs.

- First Draft Submission: Prepare and submit the first draft of the policy and legislative bill, reflecting inputs from stakeholders and technical reviews.

- Validation Workshop: Facilitate a workshop, in collaboration with the other consultant, for stakeholders to validate the policy and strategy and authorize the draft bill for submission to the appropriate ministry.

- Finalization, Editing, and Publishing: Finalize, print, and publish the policy and legislation documents for tabling at Cabinet, with the draft bill following national legislative procedures.

- Final Submission and Tabling to Ministry: Collaborate with WMO and the PR office to submit the finalized policy and legislation to the Ministry, advising on the bill's legislative process.
QUALIFICATIONS

Education
Advanced degree in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.

Experience
- A minimum of 10 years of experience in meteorology, hydrology, climatology, or related fields relevant to the development of meteorological and climatological services is required.

- The ideal candidate will have a strong background in formulating national policies and legislative frameworks, with particular expertise in supporting National Meteorological and Hydrological Services.

- Experience working in South Sudan or similar contexts is highly preferred.

Other requirements
The consultant will provide a blend of in-country and remote technical support, including four one-week missions for on-site assistance and facilitation of workshops or training sessions.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Additional Information:
Proposed fee: Payband C - apprx. 400 USD per day depending upon experience, knowledge and skills.
