Climate Risk and Early Warning Systems (CREWS) Secretariat

DUTIES AND RESPONSIBILITIES

Under the oversight of the CREWS Steering Committee and supervision of the Chief of the CREWS Secretariat, two consultants are to be engaged by CREWS to act as Members of the CREWS Accreditation Panel.

As independent experts, the Panel advises the Steering Committee on stages 2 and 3 of the accreditation process:

(a) Whether applicants to become CREWS Implementing Partners, posess the skills, capacity and experience necessary to effectively support the CREWS initiative objectives.

(b) Whether the applicants have requisite policies, systems and procedures in place to be a CREWS Implementing partner applying internationally recognized good practices.

(c) The panel bases its conclusions on the documents submitted by applicants and their interactions with them.

The Panel assesses applications and prepares a report.
Key tasks include:

(a) Verification of the legal status and authority of the applicant;

(b) Review of fiduciary standards encompassing financing management, accounting systems, external audit, strategic vision, planning and budgeting, internal audit and the internal control framework;

(c) Review of integrity and accountability policies and systems concerning fraud and corruption;

(d) Review of project management capability as an Implementing Partner, ensuring oversight of executing entities in project identification, review, and approval. The Panel further checks applicant's oversight of their executing entities in project execution, including risk monitoring and reporting, project procurement, and project closure and evaluation;

(e) Review of policies and systems related to environmental, social, and governance management (ESGM), to ensure effective operation in projects carried out by executing entities under applicant supervision.
QUALIFICATIONS

Education
A university degree or higher with professional certification or expertise in weather or climate services, public accounting, audit, finance, risk management, business administration, law, or related fields is desirable.

Experience
Minimum ten years of accreditation experience in areas relevant to Stage-3: fiduciary standards, fraud and corruption prevention and investigation, program management, and environmental, social, and gender safeguards; Executive level experience.


Other requirements
Understanding of CREWS initiatives aimed at enhancing weather and climate services and developing effective early warning systems to support Least Developed Countries (LDCs) and Small Island Developing States (SIDS).


Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
