DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director of the Infrastructure (I) Department, the incumbent will be responsible for coordinating all cross-cutting activities in the department and the commission. The incumbent will perform the following duties:

(a) Manage and lead coordination of constituent body meetings of the Commission for Observation, Infrastructure and Information Systems (Infrastructure Commission) including meeting preparation, documentation and reporting; including supporting establishment of sub-structures and the designation process of the chairs, the vice chairs and the experts;

(b) Manage and lead coordination of supporting meetings such as the Infrastructure Commission Management Group and Executive, including meeting preparation, documentation and reporting; Support the Infrastructure Commission elected officers in their duties;

(c) Lead and monitor cross-cutting activities of the Department and the Commission, as determined by the Director of Infrastructure; including support of some of the Cross-Commission Task Teams, Commission Coordinators and Focal Points; including support to the Director in the design of the Department Annual Operating plan and budget allocation to cross-cutting activities;

(d) Direct the activities of the Infrastructure Technical Coordinators in the Regional Offices and coordinate the Department engagement with the Regional Associations; Including coordination of department support to Regional Associations meetings and the Infrastructure Committees established by them;

(e) Coordinate the engagement of the Infrastructure Commission with the Service Commission and the Research Board, including coordination of Infrastructure Department activities with the activities of the Service Department and the Science and Innovation departments;

(f) Coordinate Infrastructure Department input to WMO-wide constituent body meetings;

(g) Coordinate Infrastructure Department input to briefing notes for WMO Secretariat executives;

(h) Coordinate the development and regular update of the Infrastructure Community Pages in the WMO website;

(i) Carry out other relevant duties as required.

QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, climatology, hydrology or a related discipline. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master's degree.

Experience
A minimum of seven (7) years of combined national and international progressively responsible experience in international cooperation relating to technical aspects of meteorology, climate and/or hydrology. Solid experience in international negotiations and technical documentation either as part of a national delegation or secretariat. A minimum of five (5) years hands-on technical experience in a meteorological or hydrological service.



Other requirements
Excellent knowledge of WMO Infrastructure components: WIGOS, WIS and WIPPS with hands-on experience an advantage.
Organizational skills and coordination, negotiation and persuasion techniques. Good proven ability to draft documents and reports. Ability to work in a multicultural environment and to foster diversity and team spirit.


Languages
Fluency in English (both oral and written) is required. Knowledge of other official languages of the Organization would be an advantage.

SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 77326

Annual post adjustment on initial salary is: US$ 69516 (in addition to the net base salary)
