Climate Risk and Early Warning Systems (CREWS) Secretariat

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Chief of the CREWS Secretariat and direct supervision of the Programme Officer of the CREWS Secretariat, the senior consultant is expected to conduct the CREWS initiative external review to feed into the CREWS Strategy 2030.

The outcomes of the review will provide an opportunity to further assess the relevance of the initiative's directions as it relates to the objectives and expected results as well as consider its effectiveness, efficiency, coherence and potential sustainability of outcomes. These will be inputs to the development of the CREWS 2030 Strategy.

The intended clients and users of the evaluation are: Steering Committee, Implementing Partners, Trustee, Secretariat, Observers and key national and regional stakeholders in the countries and regions with CREWS investments.

The period covered for the evaluation is from 1st July 2021 - 30 June 2024.

Expected Deliverables:

Deliverable 1: Draft Inception Report - should set out any changes proposed to the methodology or any other issues of importance in the further conduct of the evaluation.

Deliverable 2: Draft Report - including an Executive Summary of key findings, conclusions and recommendations.

Deliverable 3: Final Report - incorporating feedback from stakeholders, for review of the CREWS Secretariat and approval by the CREWS Steering Committee. Inputs and recommendations to be incorporated int the CREWS 2030 Strategy.

Deliverable 4: Stand-alone Evaluation Summary
QUALIFICATIONS

Education
Advanced university degree in international relations, monitoring and evaluation, program management or related area.

Experience
A minimum of 10 years' experience in design, management and evaluation of development projects, experience in designing evaluation tools that fit the need of the exercise, conducting desk reviews and evaluation missions, drafting of evaluation reports;

Other requirements
Experience in evaluations of World Bank and/or UN programmes and projects;

- Experience in the technical areas of climate and early warning, preparedness and response, strategic planning and development programming;

- Experience and knowledge of LDCs and SIDS;

- Ability/experience to facilitate consultation workshops;

- Knowledge in gender and disability issues is also preferable;

- Ability to write concisely in English; proficiency in French and/or Spanish is an asset.
