DUTIES AND RESPONSIBILITIES

The World Meteorological Organization (WMO) is a United Nations Specialized Agency and United Nations system's authoritative voice on the state and behaviour of the Earth's atmosphere, its interaction with the land and oceans, the weather and climate it produces and the resulting distribution of water resources. The organization’s capacity-building programs are instrumental in enhancing the preparedness and resilience of member states against weather, climate, and water-related challenges. To maximize its impact and broaden its reach, the WMO seeks to improve the visibility of its efforts and communicate its role and achievements effectively to a diverse global audience across its multiple channels, including the media.

In support of these goals, WMO is engaging a Communication Strategy Development Consultant to design a strategic framework that will strengthen its communication efforts across key audiences, enhance visibility among relevant stakeholders and the general public, and foster greater engagement among stakeholders to increase the awareness around its goals and improve responsiveness towards its actions among WMO Members, relevant stakeholders, the general media and the public.


The primary objective of this consultancy is to create a robust and actionable communication strategy for WMO that:

- Identifies the strengths and weaknesses of WMO’s current communication efforts as they relate to its mission of public engagement and information.
- Sets clear objectives and a targeted approach to improve visibility and engagement, aligned with the organisation’s vision, mission and purpose.
- Establishes key strategies and activities to effectively convey WMO’s message to its global audience, supports existing ones, or identifies new strategies to broaden the organisation’s reach.
- Analyses the existing structures and processes related to the WMO communications efforts and proposes and develops a “fit-for-purpose” structure and related terms of references (TOR) that enables the WMO Communications office to effectively execute its strategy, coordinate efforts, and maintain the WMO’s status as the authoritative voice on weather, climate, and water.


The Consultant will be responsible for the following tasks:

1- Analysis of Current Communication Efforts and Structure :

- Conduct a general overview of WMO's existing communication resources, activities, materials, channels, and reach.
- Identify strengths, weaknesses, opportunities, and threats (SWOT) in WMO's current communication approach.
- Engage in consultations with WMO's Strategic communication team, communication focal points in departments and regions, executive management, directors and key stakeholders to gain insights into the organization's communication challenges and aspirations, long-term objectives and short-term goals.

2- Development of a Communication and Outreach Strategy and Corresponding Resourcing Plan:

- Identify WMO's key audiences and critical stakeholders as they relate to its mission and communications objectives.
- Define the communication strategy's key objectives, including specific goals related to visibility, stakeholder engagement, and outreach.
- Following internal consultations, develop a tailored communication strategy that aligns with WMO's mission, goals, and the needs of its diverse audience. Identify key performance indicators (KPIs) to assess the effectiveness of the strategy.
- Establish priority areas and target audiences to effectively convey WMO's impact in atmospheric science, climate services, Early Warnings, hydrology, and meteorology.
- Propose appropriate resourcing (human and financial) for the effective implementation of the strategy.

3- Strategic Framework and Activities Outline:

- Design a framework that outlines clear, measurable objectives, strategies, and recommended activities to improve WMO's communication efforts.
- Propose potential tools, channels, and tactics for effective information dissemination and audience engagement, with an emphasis on digital platforms and stakeholder outreach.
- Develop a timeline and action plan for implementing the communication strategy.


DELIVERABLES:

1- Communication Strategy Document , a comprehensive document that includes:

- An analysis of current communication efforts, including a SWOT analysis.
- Clearly defined objectives and strategies for enhancing visibility and engagement.
- Target audience profiles and core messaging guidelines for WMO’s communication activities.
- An outline of recommended communication activities, resources, structures, tools, and channels.

2- Presentation to WMO Leadership:

- A final presentation to WMO leadership summarizing the strategy, recommended activities, and key metrics for evaluation.

3- Implementation Framework:

- A structured plan detailing the timeline, phased activities, and KPIs to measure success, ensuring the strategy is actionable and results-oriented.

QUALIFICATIONS

Education
Master's degree in communications, Public Relations, Marketing, Public Policy, or a related field.

Experience
At least ten (10) years of experience in the areas of strategic communication with 5 years of experience in developing communication strategies, preferably for international organizations or non-profits.

Other requirements
Excellent knowledge of current communication standards and practices in a multilateral context, especially the United Nations.

Proven expertise in analyzing and developing strategic frameworks that enhance organizational visibility and engagement.

Strong analytical skills with a demonstrated ability to conduct SWOT analyses and develop actionable insights.

Familiarity with WMO’s areas of focus (e.g., Climate, Weather, Water) is an asset.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
