DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Head of the Technical Coordination and GFCS Support Unit (TCG), the Project Officer manages the project(s) assigned to her/him on a day-to-day basis. The Project Officer's prime responsibility is to ensure that the projects under her/his responsibility produce the results specified in the project documents, to the required standard of quality and within the specified constraints of time and cost.

The incumbent will perform the following duties:

(a) Developing and mobilizing project resources;
(b) Management of projects, in accordance with expected outcomes and performance indicators;
(c) Communication and coordination with WMO management, partners, stakeholders and other project teams;
(d) Preparation of work plans, with targets, expenditures and deliverables; and tracking of outputs;
(e) Tracking and managing project expenditures in accordance with the project budget, as well as WMO rules and procedures, to ensure transparency, responsibility, and timely fulfilment of budget targets;
(f) Preparation and submission of project reports;
(g) Coordination of the work of consultants engaged in the project;
(h) Supervision of regular data collection and analysis, as well as reporting and, if applicable, public outreach;
(i) Provision of support during the project evaluations;
(j) Contribute to the Communication Plan, and update the plan as required;
(k) Carry out other relevant duties as required.
QUALIFICATIONS

Education
Master’s degree or equivalent in Climatology, Meteorology, business administration, management, or a related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience
A minimum of (5) five years of progressively responsible experience in programme management or project management with demonstrated experience in coordination and stakeholder engagement.

Other requirements
Sense of integrity, responsibility, maturity of judgement, initiative and creativity. Excellent analytical, problem-solving, communication, presentation and interpersonal skills. Proven
experience to analyze, model and interpret business operations data in support of decision-making. Demonstrated ability to plan, organize and manage multiple workloads. Ability to work in a multicultural environment and to foster diversity and team spirit.


Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 70212

Annual post adjustment on initial salary is: US$ 56872 (in addition to the net base salary)
