Systemetic Observations Financing Facility (SOFF Secretariat)

DUTIES AND RESPONSIBILITIES

1. Fundraising
Support the SOFF Partnerships team in the resource mobilization efforts as identified by the SOFF Steering Committee in its Updated Resource Mobilization and Outreach Strategy and Action Programme until June 2025, including by supporting:
- Efforts to mobilize additional bilateral funders, including joining coordination meetings with SOFF Global Facilitators, preparing background documentation, and supporting processes aimed to engage with potential bilateral funders;
- The SOFF Impact Bond development, including coordinating with the Advocacy and Communications Officer on the communication needs for the Bond socialization, preparing background documentation, and organizing meetings and consultations as needed;
- Support SOFF engagement with potential donors and investors of the SOFF Impact Bond;
- SOFF engagement with initial funders in the exploration of additional contributions to the SOFF UN Fund;
- SOFF resource mobilization with potential multilateral funders, including the European Union and the Green Climate Fund.

2. Partnerships and Advocacy
Support the SOFF Partnerships with the engagement in several strategic initiatives and agreements, including by supporting:
- SOFF engagement in the Water at Heart of Climate Action initiative by representing SOFF at the technical working group and the regional working group as needed;
- SOFF engagement with other initiatives like the Early Warnings for All initiative, the Weather Ready Pacific Programme, and the AfDB Climate Action Window;
- SOFF Operations Teams in the operationalization of the Framework for collaboration for enhancing Systematic Observation signed with major multilateral climate funds;
- The development of SOFF modular briefings reflecting the importance of weather and climate data in different sectors
- The inflow of information about SOFF contributions for the financial tracking system.

3. Governance
Support the preparation of SOFF governing bodies meetings, actively working in the preparation of documentation and meeting logistics, including:
- Preparation of the 10th Advisory Board meeting (May) the 11th Steering Committee meeting (May) the 11th Advisory Board Meeting (October) and the 12th Steering Committee meeting (November) as well as Steering Committee meetings until June 2026;
- Support the Associate Advocacy and Communications Officer in the preparation of meetings and documentation as needed.

DELIVERABLES AT THE END OF THE CONTRACT:
1. Preparation of outreach documentation (letters, tailored brochures) from SOFF co-chairs to potential funders to explore a contribution to SOFF UN Fund.
2. Conduct research on potential engagement with European philanthropies and private sector with regards to the SOFF Impact Bond.
3. Preparation of the SOFF Impact Bond documentation and logistics related to a potential announcement at COP30.
4. Development of two modular briefings reflecting the importance of weather and climate data in different sectors.
5. Preparation of financial information, tracking of contributions to SOFF UN Fund delivered ahead of each Steering Committee in the second half of 2025 and first half of 2026, as well as preparing background documentation and supporting logistics ahead of each meeting.
6. Contribution to the Water at heart of Climate Action annual report consolidating and sharing SOFF implementation progress in relevant countries with the initiative coordinators.
QUALIFICATIONS

Education
Advanced degree in environment-related disciplines, economics, marketing, communication, social media, design or public/international relations. Focus on climate change and environment-related topics an advantage



Experience
At least 3 years of experience related to environmental affairs; expertise on working on international cooperation developing countries is an asset; experience working in hydrometeorological projects is an asset.

Other requirements
Proficient use of Microsoft programs, good writing skills is an asset



Languages
Excellent knowledge of English (both oral and written) is required. Knowledge of any other UN language is an asset.
