DUTIES AND RESPONSIBILITIES

BACKGROUND
To assist its WMO Members, the WMO has prepared a Guide to Operational Weather Radar Best Practices which provides guidance on various aspects of the operational weather radar, including network design, radar technology, procurement, and data representation and exchange. This Guide provides complementary and supportive guidance on the weather radar-related matters already available in the Guide to Instruments and Methods of Observation (WMO-No. 8) and in the Guide to WIGOS (WMO-No. 1165).
Comoros, Mauritius and Seychelles NMHSs have requested support in relation with developing technical specifications aligned with the WMO best practices and guiding the definition of site selection for the acquisition of a weather radar under the HYDROMET GCF/AFD/EU financed project.

DUTIES AND RESPONSIBILITIES
The purpose of the consultancy is to provide guidance and technical support for the assessment of the sites for the installation of the weather radar, the development of technical specifications for the acquisition of a weather radar, the assessment of O&M costs for the weather radar and advise on after selling services to address O&M issues, windfarm aspects and the provision of training in weather radar equipment and products.

DELIVERABLES AT THE END OF THE CONTRACT
- Mid-June 2025: Inception report, with detailed methodology and plan;
- End June 2025: Windfarm analysis report;
- End July 2025: Assessment reports for each country with guidance for the selection of the sites.
QUALIFICATIONS

Education
Diploma in atmospheric sciences, meteorology, hydrology, environmental engineering or related field appropriate to the development of technical specifications for the acquisition of a weather radar.

Experience
Minimum 10 years’ experience and sound knowledge of weather radar network design, and technology, and data representation and exchange.

Other requirements
AVAILABILITY DURING THE PROPOSED PERIOD
The consultant will provide a blend of in-country and remote technical support, including a minimum of a 2-week mission for on-site assistance for selection of sites and facilitation of training sessions.


Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Additional Information:
Proposed fee: Band C/D : 390-750 USD per day depending upon experience, knowledge and skills.
