DUTIES AND RESPONSIBILITIES

The consultant will oversee the implementation of EW4All Pillar 2 activities in Mozambique, support the launch of the roadmap processes in Angola, facilitate the finalization of the Sao Tome and Principe roadmap, and as needed, provide targeted support to other Lusophones countries interested to implement EW4All.

SPECIFIC TASKS INCLUDE:
Providing technical support for the launch of the EW4All roadmap process in Angola, including facilitating the roadmap development and national engagement processes.
- Contributing to the finalization and validation of the EW4All national roadmap for Sao Tome and Principe.
- Facilitating the development, validation, and implementation of Standard Operating Procedures (SOPs) for flood forecasting and alerting in Mozambique, working with INAM and DNGRH, ensuring alignment with national DRM frameworks and operationalization of training delivered through WMO support.
- Supporting the integration of digital alerting tools and protocols, including the Common Alerting Protocol (CAP) Composer and its interface with the WMO Information System (WIS), and recommending updates to the websites of INAM and DNGRH to strengthen real time information delivery.
- Developing terms of reference and technical specifications for activities under WMO supported projects, ensuring technical and operational support to the targeted countries pursuing EW4All.
- Providing targeted technical support to other Lusophone countries, as needed, to accelerate progress under the EW4All initiative.

DELIVERABLES AT THE END OF THE CONTRACT:
- Mid. July 2025: Inception report and work plan.
- End August 2025: Facilitation of roadmap development and validation workshops in Angola.

INITIAL TECHNICAL SUPPORT FOR MOZAMBIQUE’S SOP DEVELOPMENT:
- End September: Terms of reference and draft agreements for projects to support continued activities in Mozambique and Angola.
- End October 2025: Final roadmap for Angola and Sao Tome & Principe, Final SOPs for Mozambique, and integration of digital tools and upgrades to INAM and DNGRH websites.
- End November 2025: Final report including all deliverables of the work plan and recommendations for WMO going forward.

QUALIFICATIONS

Education
Advanced degree (master or above) in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.

Experience
Minimum 15 years of experience in supporting national capacities of meteorological, hydrological or warning services. Experience working in the countries is preferred.

Other requirements
The consultant will provide a blend of in country and remote technical support, including missions for on site assistance and facilitation of workshops or training sessions.

Languages
Fluency in English and Portuguese (both oral and written). Knowledge of other official languages of WMO would be an advantage.
