DUTIES AND RESPONSIBILITIES

BACKGROUND

The consultancy is part of the implementation of the ENANDES+ project: Building Regional Adaptive Capacity and Resilience to Climate Variability and Change in Vulnerable Sectors in the Andes, a contribution to scaling up the ongoing ENANDES project.

The project aims to strengthen climate resilience in selected Andean countries by increasing the countries' capacity to provide weather, water and climate (WWC) services in support of improved climate-related socio-economic outcomes and reduced losses associated with hydro-meteorological hazards.

As part of the NUREX initiative, the meteorological services of Peru and Ecuador are collaborating on the development and implementation of the PISCO tool (Peruvian Interpolation of the SENAMHI’s Climatological and Hydrological Stations). In order to strengthen the TAC services provided by the relevant technical areas of INAMHI, it is considered necessary to hire a professional to support the adaptation and implementation of the tool in Ecuador.


DUTIES AND RESPONSIBILITIES

This service will be developed to fulfil Specific Outcome 4.2 [ENANDES 4.1] of Ecuador’s work plan at the National Institute of Meteorology and Hydrology (INAMHI), with the objective of updating national climate and hydrological data management systems and interoperable regional databases.

Activities will include:

- Develop a work plan with a detailed schedule.
- Implement the PISCO tool within INAMHI’s technological infrastructure.
- Prepare technical documentation for the tool to ensure its proper use and maintenance.
- Generate daily time-scale precipitation and temperature series for the period selected by INAMHI personnel.
- Train the designated technical staff at INAMHI in the implementation and use of the PISCO tool.

It is expected that the consultant will undertake at least 1-week mission to Ecuador with the purpose of deliver hands-on training on the implementation and use of the PISCO tool, in close coordination with INAMHI technical staff. The timing and logistics of the mission will be agreed upon in consultation with WMO and INAMHI.
Kindly note that all travel-related costs shall be covered by the consultant and should be considered within the total consultancy fee.

DELIVERABLES

1) Work schedule.

2) Implementation report on the deployment of the PISCO tool within INAMHI’s infrastructure.

3)Report on the precipitation and temperature series generated on a daily time scale using the PISCO tool within INAMHI’s infrastructure.

4) Technical manual describing, at a minimum, the architecture of the tool, programming language(s) used, source code, and versions of libraries utilized.

5) User manual including, at a minimum, tool access instructions, configuration or parameterization steps, and procedures for generating precipitation and temperature series.

QUALIFICATIONS

Education
Degree in Meteorology and MSc in Hydrology, Water Resources or a closely related field (minimum 5 years of study).

Experience
At least 5 years of professional experience.

Proven experience in development and research projects.

Knowledge of and experience with meteorological databases.

Experience working with National Meteorological and Hydrological Services (NMHSs) in the Andean region.

Proficiency in using R or Python for statistical analysis and processing of various types of meteorological data.

Experience in the design and implementation of environmental databases.

Other requirements
Due to the nature of the work and of the specific collaboration between the two NMHSs, only individuals that are nationals or legally residents of Peru and Ecuador will be eligible.

Languages
Excellent knowledge of Spanish (oral and written).

Additional Information:
The consultancy is expected to be completed over a three-month period, with a total estimated payment of USD 10,000. The payment will be made in two instalments: 40% upon submission and approval of Deliverable 1, and the remaining 60% upon submission and approval of Deliverable 5.
