DUTIES AND RESPONSIBILITIES

Building on the landmark success of the 2024 WMO UAS Demonstration Campaign, which conclusively demonstrated the operational potential of Unmanned Aircraft Systems (UAS) by collecting over 14,000 atmospheric profiles, we are seeking a trusted technical consultant to author a definitive synthesis of the outcomes. This critical role involves analyzing the campaign's full findings-including its proven end-to-end data pipeline and identified challenges like BVLOS regulations-to produce an authoritative preliminary report for the INFCOM-4 session by February 2026, followed by a final comprehensive report in May 2026. The successful candidate will directly inform pivotal decisions on formally integrating UAS into the WIGOS framework, capitalizing on a pivotal moment for global observing systems.


DUTIES AND RESPONSIBILITIES
The purpose of the consultancy is to draft, review and finalize the Preliminary Report and the Final Report of the WMO UAS Demonstration Campaign according to the Terms of Reference.

The consultant will perform the following tasks:

1. Provide an initial and final draft of the WMO UAS DC Preliminary Report
2. Provide the WMO UAS DC Preliminary Report ready for publication
3. Provide an initial and final draft of the WMO UAS DC Final Report
4. Provide the WMO UAS DC Final Report ready for publication

DELIVERABLES AT THE END OF THE CONTRACT

15 March 2026: Initial draft of Preliminary report
31 March 2026: Preliminary report ready for publication.
01 July 2026: Draft of Final Report ready for public review
31 July 2026: Final Report ready for publication
QUALIFICATIONS

Education
Master's degree or equivalent in atmospheric sciences or a closely related field.

Experience
At least 15 years of combined national and international experience in managing and
developing scientific programmes;

Experience in weather-related UAS observations, data monitoring and numerical weather prediction;

Experience in synthesizing and presenting information;

Experience in leading scientific campaigns related to aviation would be an advantage.

Other requirements
Excellent organizational, communication, presentation, writing, interpersonal and analytical skills.

Ability to draft reports, correspondence and documents clearly and succinctly.

Availability during the proposed period.

The consultant must attend to the Expert Team on Aircraft-based Observations Meetings (virtual) requested by the chair.

Languages
Excellent knowledge of English (both oral and written)

Proposed fee: Band C: 390-560 USD per day depending upon experience, knowledge and skills.
