DUTIES AND RESPONSIBILITIES

The CLIMSA programme and the CREWS Central Africa project are providing important support to strengthen Early Warning Systems and climate services in Comoros, Angola, and São Tomé and Príncipe. To ensure this support is coherent and effective, there is a need to work directly with the NMHSs to ensure consistency across strategic plans, such as the NMHS strategic plans, EW4All roadmap, and national framework for climate services. There is also a need to ensure ongoing interventions are coordinated and reinforce each other, enabling the positioning of the NMHS as a central actor for climate action and risk management at the national level.

The consultant will support the development, alignment, and consolidation of national strategic frameworks for Early Warning Systems and climate services in the three target countries, working closely with the respective NMHSs to ensure coherence and coordination of all efforts.

In Angola, this includes providing technical guidance to update and align the EW4All roadmap, the Technical Framework for Climate Services (TFCS), and the NMHS strategic plan.

In Comoros, the primary focus will be on strengthening and operationalizing the NFCS in line with national priorities and existing programme support. In São Tomé and Príncipe, the consultant will prioritize support to the development and refinement of the EW4All roadmap to ensure it reflects national needs, institutional mandates, and ongoing investments.

Through these activities, the consultant will help ensure that all national planning documents are harmonized and position the NMHS as a central actor in delivering EWS and climate services.


DUTIES AND RESPONSIBILITIES

Working with WMO and the NMHSs of the target countries, the consultant will perform the following tasks:
1. Develop an inception report with the detailed methodology and work approach for each of the target countries.

2. For Angola, support the process of establishing a technical framework for climate services, development of the EW4All national roadmap, and the national strategic plan.

3. For Sao Tome and Principe, support the national EW4All national committee with the preparations and hosting of the EW4All roadmap validation workshop and ready for implementation.

4. For Comoros, support the national framework for climate services in a way that is aligned to the other national strategic plans.

5. Develop a final report with recommendations for integrated monitoring of the different plans (NSP, NFCS, EW4All) and continued support by WMO in each of the countries.


DELIVERABLES AT THE END OF THE CONTRACT

- Inception report and methodology plan (within first 2 weeks).
- Sao Tome and Principe final roadmap.
- Angola evaluation of climate services and Technical framework for Climate Services reports.
- National framework for Climate Services report for Comoros.
- Final report and recommendations for WMO.
QUALIFICATIONS

Education
Degree in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.

Experience
Minimum 8 years of experience in supporting national capacities of meteorological, hydrological or warning services. Experience in the target countries is desired.

- The consultant will provide in-country technical support, including on-site assistance.


Languages
Excellent knowledge of English (both oral and written). Knowledge of Portuguese and French would be an advantage.
